Outline Board Direction Tasks Completed Recommendation
3
Board Direction Approved motion from December 2008 –Conceptually approve the 60% plans with the traffic calming –Widen path to 8 feet and move to edge of right-of-way where possible –Discuss with GRU the feasibility of underground utilities –Insure no additional stormwater impacts –Refer issue to Bicycle/Pedestrian Advisory Board
4
Board Direction Additional Requests –3 Chicane model –91 st Street crash data –Leon County canopy road program
5
Path Widening/Relocation Tasks Completed –Horticulturist and Arborist reviewed relocation –Field meeting with Commissioner Byerly –Meeting with affected property owners Results –Relocated path south of NW 1 st Place to back of right- of-way –Meandered path north of NW 1 st Place and widened to the east (toward the road)
6
Path Widening/Relocation
8
Benefits –Additional space for landscaping –Additional stormwater storage within the swales Issues –Requires relocation of approximately 1600’ of fence –Reconstruction of path Some underbrush removal Potential adverse impacts to root systems
9
Underground Utility Discussion Tasks Completed –Meeting with GRU (February 2 nd ) –Utility coordination meeting (February 16 th ) Discussion –Life-cycle cost of underground vs. overhead –Types and locations of utilities along 91 st –Potential impacts –Costs
10
Underground Utility Discussion Benefits –Better conditions for canopy development Issues: –Life-cycle : underground is cost-prohibitive –Location: Cox Communications co-located on poles; AT&T and GRU water/waste water underground –Impacts GRU easement requirements Existing underground utilities Trees –Costs (only for main line): GRU $1,000,000; Cox $450,000
11
Underground Utility Discussion County pays –Approximately $1,450,000 for main line –Plus cost of connections to homes County cannot force utilities to move existing facilities underground
12
Stormwater Impacts Tasks Completed –Kimley-Horn and Associates completed a drainage analysis of basin –Analysis was performed based on 60% plans as presented 8’ wide multi-use path Proposed traffic calming features
13
Stormwater Impacts – Pre-Construction
14
Stormwater Impacts – Post-Construction
15
Bicycle/Pedestrian Advisory Board Tasks Completed –Presented to BPAB on February 24, 2009 Results –BPAB recommended leaving path in place and widen to 8’ where possible Same recommendation as Citizen’s Advisory Committee
16
Bicycle/Pedestrian Advisory Board Benefits –Less likelihood of impacting trees as compared to relocation Issues –Requires reconstruction of sidewalk –Possible decrease in storage capacity of swales

Chicanes Only Model Chicanes only model is not a viable option –Driveway conflicts –Sight distance issues
22
Crash History on 91 st Street Reviewed crash history –Data from 2002-2007 Standard practice to review crash history prior to beginning resurfacing, restoration and rehabilitation projects May indicate problems with existing conditions

Summary of Speed Study
26
Relationship of Speeds & Crash Rate Crash rates are lowest when posted speeds are at 85 th percentile
27
Leon County Canopy Road Information Nine designated scenic roads Mix of arterial, collector and local roads –Speed limits range from 30mph to 55mph –Traffic volumes range from 2,000 ADT to 7,000 ADT Mix of driving surfaces
28
Recommendation Approve the 60% design plans as presented which include widening the existing multi-use path to 8’ and relocating the path to the edge of the right-of-way where feasible. Direct staff to complete plans.
