Payment Plans – Tab 1 Budget Wise Billing (BWB)
Offered to all customers with current on their bill Flexible payment date No late fees, collection calls or negative credit reporting (Customers that owe less than $250 in 30 day arrears are eligible to enroll on BWB) Payment Agreement – PA Offered to Non-Low Income Customers (income above 200% FPG) Down payment required at the time of enrollment 50% the first time, 75% the second time 3rd time full arrears, deposit reconnect 3 to 6 months on the balance Must pay installment amount, plus current bill and HPP (is applicable)

Winter Protection Plan (WPP) Only offered from November 1st – March 31st for Low Income Customers and Seniors After March 31st budget is recalculated –total amount due by October Customers that are 62 years and older with no service during the cold months should contact DTE Energy at Shut-off Protection Plan (SPP) Available ONLY for Low Income residential customers, Seniors and Non-Profits Monthly arrears calculated into equal proportions over 12 – 24 months Down payment required Positive credit reporting Customer must validate they are low income, except if they have receive an agency payment in the last 12 months

Low Income Self-Sufficiency Plan – Enrollment Begin October 1st Low Income Self-Sufficiency Plan (LSP) is a low affordable payment plan for eligible low income families. This program allows you to make affordable monthly payments based on your income. The remaining portion of your bill is paid monthly with your energy assistance funds. Program benefits include: Affordable fixed monthly payments based on income and energy usage. Outstanding payments are frozen at the time of enrollment and will be reduced if regular monthly payments are made. Self-Sufficiency Training Dedicated Customer Advocates ready to assist you Protection from shut off while on the plan Elimination of late payment charges

LSP Guidelines and Process to Request an Application The Federal and State eligibility criteria are*: Income equal to or less than 150% Federal Poverty Level (FPL) Guidelines Energy usage (electric and gas) over the last 12 months is comparable with average annual usage for a residential customer ($4,000 Combined account, $1,700 Gas, $1,300 Electric) Combined accounts payment 110% FPG below $ % - 150% FPG $120 Electric only payment % FPG below $ % – 150% FPG $50 Gas only payment % FPG below $ % % FPG $70 No limit on arrears Channels to Request an Application and Return an Application Web link: (LSP info, option to print paper application, link to apply online or mobile app/device) Contact phone no: (request an LSP application or utilized to return the application + docs) Intake center: Christian Community Baptist Church, 4000 Tuxedo, Det.,MI (313) M-W-F 10a-4p Sat., 10a-2p

Commitment, Determination and Medical Holds
COMMITMENTS: DTE Energy requires the total arrears to be paid on a customer behalf. However we do understand that different agencies have limits on the amount they can pay. Minimum request is 50% depending on the customer payment status and number of failed payment plans Guidelines for now - Restore: 0 Failed SPP % down deposit and reconnect fee waived 1 Failed SPP % down deposit and reconnect fee waived 2 Failed SPP % down, deposit waived, pay reconnect fee 3 Failed SPP - Full arrears and reconnect fee due, deposit is waived If a customer fail SPP but their service is never terminated – same rules apply except the 3rd time the customer need 50 % of the bill DETERMINATION HOLD: Agencies are allowed 2 determination hold within 90 days If a customer has applied online several times through My Bridges, a 10 day hold is denied MEDICAL HOLD Customer is required to have life sustaining equipment, all cases are reviewed for approval
