ODOT Programmatic ESA Consultation on the Federal-Aid Highway Program (FAHP) User’s Guide Training, June-July 2013 Early Coordination This required step occurs during project development, shortly after project kick-off or at least by the Design Acceptance Package (DAP) stage of project development. The purpose of early coordination is to present basic project information to the Service so that they can provide feedback and guidance in advance of project notification Early Coordination is a process. - Initiation through to Project Notification. FHWA will not accept a FAHP notification unless it’s clear the adequate early coordination has been done. Particularly important for projects that require Services approval, modifications to design standard, off-setting measures, or will need special information (e.g., a Fish Passage Plan, NMFS Hydro staff review). Ensures sufficient time to scope, locate and design off- setting measures. Streamlines review of Project Notifications by FHWA and NMFS.

ODOT Programmatic ESA Consultation on the Federal-Aid Highway Program (FAHP) User’s Guide Training, June-July 2013 When a new project begins early coordination, the project proponent (REU or local agency) will alert project stakeholders via E-mail regarding: Project Name Key # Location General concept of project with anticipated activities that may affect species - e.g., turning lane project with new impervious surface area Anticipated dates for key project milestones - e.g., DAP, PS&E, Bid-let - As best as known at time of Initiation Information for FAHP Project Initiation (Page 10)

Identify as early as possible whether or not there are site conditions that allow flexibility in the criteria. Identify potential site constraints Identify off-setting opportunities if needed. If a multi-span is likely, identify critical in-stream areas to avoid. Work Bridges & Detours

The typical IWW window set by ODFW does not work if there are adult ESA-listed species migrating through the action area. NMFS will look to have a different pile driving work window or windows. Early development allows these periods to be put into the contract specs. This occurs on the Sandy River, Willamette River, Oregon Coastal streams, and a few others.

This review can take time and there are data needs depending on the type of project. This can be done when ODFW is doing their review.

These projects have to go through NMFS fluvial geomorphologist (Janine Castro). Early coordination is essential to prevent any last minute issues. Depending on the restoration type, different types of data may be requested.
