1 EPPR-05-13e Summary of recent discussions on evaporative emissions and OBD

2 EVAPORATIVE EMISSIONS Summary and conclusion of phone conf. 20 Dec 2013 Japan introduced document 05-05, proposing a number of amendments to the initial proposal for GTR by EC (document 04-06) EC introduced document 05-08, which is a revision of 04-06. It contains: Some editorial changes, and changes of references Adoption of some of the proposed changes by Japan India presented preliminary comments and question (submitted last minute) regarding: Class A-B-C testing: Suggestion to promote class C as principle test, A and B as alternative. Aligning the wording with GTR2 EVAP durability procedures/options Fuelling system tightness - Reference to standards. IMMA to contact ISO/SAE Bi-fuel vehicles India announced full review of the proposal by 15 January China asked EC to explain the background of EVAP durability procedures/options.

3 EVAP – open issues Proposals for amendment by Japan: Parts accepted by EC, also acceptable for others? Parts not yet accepted by EC and other stakeholders, e.g.: EVAP durability Fixed DF – agreement to check background (data) of legislation in US (chair + EC) Bench ageing: EU procedure: number of load-purge cycles Addition of CARB method (deletion of) family definition and administrative provisions Specific provisions for hybrids Preliminary questions and comments by India Japan commented only on ‘class C’ (SHED). Remaining part of EC’s proposal, e.g. limit values, acceptable for Japan and other stakeholders?

4 OBD Summary and conclusion of phone conf. 20 Dec 2013 + expert meeting 8 Jan 2014 Structure/table of contents of EC proposal (document 05-09) was introduced and briefly discussed EC gave detailed introduction on the part on ‘functional OBD’ (annexes not yet). EC asked if stakeholders want to harmonise both functional and environmental OBD Japan presented comments in document 05-10-rev 1: No thresholds, but fuel system monitoring. EC asked Japan’s view on performance criteria Suggestion to delete concept of Engine reduced torque / default mode Suggestion to delete part on interface to RMI Scope: 2-wheel ICE-MC’s only, or also 3-wheel and EV MC? Agreed to separate OBD-II and to discuss at later stage Way forward: EC proposal for color coding (yellow and red) Next meeting?
