3 LEGAL BASIS:  Executive Order No. 024 dated December 7, 2005 issued by Governor Carlos Jericho L. Petilla directing the implementation of E2Ps (formerly ICOT-P) in the Province of Leyte, its Organizational Set-up and other Related Matters.

4 LEGAL BASIS:  Memorandum of Agreement entered and executed on January 23, 2006 between the Provincial Government of Leyte, DepEd Regional office No. 8 and Leyte Division.

5 I. BACKGROUND & RATIONALE LEYTE:  is the largest of the six (6) provinces in Eastern Visayas with forty-one (41) municipalities and 1,641 barangays;  has 5 Congressional districts.  has a total population of 1,896,172 (Year 2004 Census) representing 44% of the total population of Eastern Visayas making it First in Rank in Population Density;

BACKGROUND & RATIONALE EDUCATION:  Of the total enrolment of 86,785 of the 112 secondary schools in DepEd, Division of Leyte: 30% or 26,036 were enrolled in first year; 28% or 24,299 were in the second year; 25% or 21,696 were in the third year; and 17% or 14,754 were in the fourth year 22% or 3,246 went to college while the remaining 78% or 11,508 out of the 14,754 did not pursue college education

7 What did high school graduates do?  22% went to college  78% who did not pursue college education either:  Looked for employment in either Manila or Cebu;  Married early;  Helped/assisted parents’ livelihood;  Worked in the farm  etc….

PROJECT BACKGROUND & OBJECTIVES The Province of Leyte, in its effort to bridge societal gaps through opportunities for gainful income and self-employment, initiated a pro-poor program called Income Creating Opportunities thru Technology Program (ICOT-P) in 2005, now named E2Ps. The focus beneficiaries of the program were graduating secondary students who cannot pursue college education.

PROJECT BACKGROUND & OBJECTIVES One of the objectives of the program is to provide beneficiaries with technology and skills which are useful in pursuing modernization and diversity in agriculture, agri-business and entrepreneurship. The program is supported by the Provincial Agriculture Office, LGU, DepEd, Community and other stakeholders.

PROJECT BACKGROUND & OBJECTIVES The last quarter of 2006 also marked the pilot testing and expansion of the program by including Information Technology (IT) ("Let's Go IT!") in 3 pilot high schools in the province. The specific objective of the expansion is to provide ICT training to secondary students to enable them to improve their personal education levels, increase their income-generating capacity and enhance their ability to contribute

11 II. PROJECT BACKGROUND & OBJECTIVES meaningfully to the economic development of their respective municipalities and of the region as a whole. In order to attain the mentioned objective, one of the major tasks to be implemented under the project is the conduct of focused or tailor-made ICT trainings that will surely impart the required knowledge and mastery to become future IT skilled manpower in the region.

12 III. PROJECT IMPLEMENTATION A. Major Tasks Training: Conduct of focused training by providing actual hands-on experiences in laboratory instructions. What do we teach them?

13 III. PROJECT IMPLEMENTATION As of this time we concentrate mainly on PROGRAMMING / SOFTWARE DEVELOPMENT

14 III. PROJECT IMPLEMENTATION Examples: Programs in computers, cellphones, printers, and most electronic machines What is PROGRAMMING? Creation of instructions for computerized gadgets to make the equipment work

16 PHASE 1 Focus: upper ten percent (10%) of graduating class who has the capability in programming  Center will house the training of eligible students; Parent-teacher cooperation to achieve this Focus; Learning Lap proper: intensive eight (8) to nine (9) month program PHASE 2 Train further for a year at E2Ps Data Center in Advanced Programming Goals

17 III. PROJECT IMPLEMENTATION B.Schedule/Duration  Phase 1(School Level) August 30 & 31, 2014 up to March 2014 Every Saturdays or Sundays  Phase 2(qualifiers from phase 1 who can not pursue college education) Started June 2014 up to March 2014 4 days a week schedule

19 IV. IMPLEMENTATION HIGHLIGHTS started 3 pilot high schools in the 1 st District of Leyte SY 2007-2008 expanded to13 high schools SY 2008-2009 covered 82 high schools SY 2009-2010 125 high schools all over Leyte SY 2010-2014

20 V. ACCREDITATION E2Ps is registered and accredited by TESDA.

STAKEHOLDERS & ITS ROLE E2Ps-ICT  Implement the project - provide free training - provide instructors to handle the training - identify beneficiaries - provide technical support personnel to handle maintenance of equipments used in the training - provide linkages for employment opportunities to trainees who completed the 2-year training

STAKEHOLDERS & ITS ROLE School - monitoring of the project - provide the training venue - provide support for the use of equipments and its maintenance costs - provide support to the overhead costs in the implementation of the project - support to other activities related to the implementation of the project Parents - provide assistance in the material and labor needs of teachers & students Students - support to the project by way of attending classes regularly
