RFR Development Process: Vision Development Input was gathered from EEC staff and the field including the Board and the EEC Advisory to the Board, MFN’s, CPCs and other parties Currently, Massachusetts local programming has, multiple funding streams with common purposes, serve similar age groups of children but, may or may not, be delivered by the same agency or coordinated at the local level. Fiscally challenging times present opportunities to maximize service delivery, reduce duplication and realize greater efficiencies through program administration and implementation. 3

RFR Development Process: Vision Development To move towards the long term vision and goals, in FY2010 EEC proposes to seek joint grant proposals from communities to encourage comprehensive planning and delivery of local family access and supports. Highlights of Voluntary Collaborative Submissions: Communities to develop or maintain a single, consolidated local governance structure responsible for meeting the goals of the funding and to work through issues related to coordination. Participation will be voluntary in FY2010 but may be required or implemented through a competitive bid process in FY2011. All current grantees, whether they participate in the consolidated application process or not, will be expected to work towards common outcomes. 4

6. RFR Development: Eligibility Criteria Am I Required to Consolidate? Although participation in the consolidated grant application is strongly encouraged, but voluntary, in FY 2010 it may be required or implemented through a competitive bid process in FY 2011 All Grantees will be expected to work towards common outcomes and begin, or continue, working towards a collaborative community planning process. 6

All grantees MFN, PCHP and former CPC Local Planning and Coordination Grantees choosing not to file a consolidated renewal application will be asked to describe the reasons why they did not apply through a consolidated application. 7

9. Local Knows What Local Needs Consolidating might be a challenging task. It is imperative that Lead Agencies and Council members think through the community needs and challenges together as they work towards filing a consolidated application. They should do what makes sense based on the collective knowledge of local needs and demographics. Always putting children and families first! 9

18. Budget: Funding Amounts The amounts listed on appendices E-H are based on FY 2010 final House budget funding amounts. CPC amounts are a combination of Local Planning and Coordination funding and Supplemental Services to Support Children with IEP’s (as applicable.) All amounts listed on the “Grant Eligibility Amount” Appendices are based on Legislative appropriations and are subject to change. 18

20. Submission Instructions Consolidated Grant Application Deadline: Applications must be submitted by Friday, June12, 2009 and must be received by EEC’s Central office by 4:00pm 20

Grant Review Process Members of the Family Support and Engagement Unit will review your grant applications based on a specific grant review sheet They will contact you with any questions or required clarifications that may be necessary It is critical that you have a contact person available to answer any questions related to the grant. The sooner you respond the sooner your grant will be processed 21

22. Next Steps: Learning from the Field Reporting Requirements: In order to recognize accomplishments, identify challenges and inform future funding decisions, mid and end-of-year progress reports will be analyzed from all FY10 EEC grant recipients. These reports, along with other methods for on-going communication (focus groups, joint meetings, etc) will provide EEC and grantees with information regarding the successes and challenges in meeting grant goals and objectives. 22
