3 ETA Innovation Academy America is witnessing one of the greatest economic transformations in history Revolutions in technology, digital information and communications Globalization is fueling growth, which is fueling demand for talent The key competitive differentiator among world economies will be talent Employers emphasize the need for knowledge workers with specialized skills – including the ability to innovate Growth is creating critical infrastructure needs – and those needs are driving dynamic growth in demand for skilled trades workers too.

What employers need:  90% of fastest growing jobs require education & training past high school.  75% of those jobs require a college degree; only 30% have one. Is reflected in site selection surveys:  Availability of skilled labor (90.9%)  Lower labor costs (89.9%)

24 ETA Innovation Academy WIRED Transformational Element #1 The workforce investment system at all levels operates as a catalyst to bring together strategic partners to operate in the WIRED Framework and integrates workforce development, economic development, and education.

25 ETA Innovation Academy WIRED Transformational Element #2 The workforce system operates as a talent development system; it can no longer be defined as a job training system. Its goal is an educated workforce on a U.S. or global standard.

26 ETA Innovation Academy Workforce system formula funds must be transformed, providing the opportunity for post- secondary education for lifelong learning opportunities aligned with the region’s talent development strategy. WIRED Transformational Element #3
