What CTR affected businesses were invited to submit proposals that would give the choice of opting out of the “traditional” regulation-oriented CTR program and substitute an alternative program developed, supported and implemented by a consortium of businesses that have the potential to be equally or more effective in achieving CTR goals.
3
Details The consortium must include at least five currently CTR affected businesses Have two agreements in place prior to implementation: 1. Between the City and the consortium - specific work program, including timelines, actions/activities and performance measurement 2. Participating businesses (e.g., a contract or a membership services agreement that identifies each party’s roles and responsibilities in the consortium)
4
Details (continued) Increase flexibility for businesses in their approach to reducing drive alone rates, emphasizing business to business engagement vs. business to regulator interactions, and offers opportunities to explore alternative techniques and tools to achieve performance
