3 „e-Auction“ is continuing process as a part of public procurement procedure, which uses only electronic means, where bidders represents new prices - discounts within their offer in fixed frame of tender details It is not a separate public procurement procedure, it is a special process within any of procedures e-Auctions – legal platform Luxembourg, 1 October 2015

4 e-Auction is a module within e-procurement project. Accessible is through portal ejn.gov.si Module is available for all contracting authorities and is free of charge Web technology allows simultaneously many auctions at the same time Module enables reversed e-Auction in case of buying of goods or services and classical e-Auction for selling public properties Architecture is adapted for several separate roles in process (role of contracting authorities and role for economic operators) Main features

8 First pilot project with e-auction was made in 2004 I took nearly more then 5 years to see at as an important tool Implementation began in 2013 and was fully introduced in 2015 With government decree it becomes obligatory for government institutions to used it Some resistance at the begining, seeing it as an obstacle, practically and legally challenging Luxembourg, 1 October 2015 Implementation process
