3
MC Products and Sources- Mandate Develop and explore Data sources to support modernisation Products to meet increasing user demands Promote collaboration in relevant areas Operational responsibility for workshops and wikis
4
MC Products and Sources- Priority Areas Big Data Mobile Devices Communication & Branding Linked Open Metadata Data integration Three workshops Data Collection/DissComm/Confidentiality UNECE Modernisation Committee for Products and Sources 4
5
MC Products and Sources- Other Topics Open Data Mixed mode CSPA implementation Administrative Data (Statistical Network) Quality frameworks HLG Communication
6
MC Products and Sources- Communication Surveys What? About communicating/improving/measuring the value of official statistics Two surveys (spring + autumn) sent to NSOs/IOs Used by MCPS, CES TF on Value of OS, Workshop DissComm, … Why? Share best practices! Find collaboration opportunities! Status: In-depth analyses Spring Survey (43 responses) Tentative analysis Autumn Survey (already 47 responses)
7
MC Products and Sources- Workshops UNECE Workshops on Dissemination and Communication of Statistics Data Collection Washington DC, 27 April – 1 May 2015 Back-to-back, one common day Nine presentation sessions 50+ papers, 100+ participants, 48 organizations, 24 countries Many group discussions (10 plenary, 8 small,1 panel) Evaluation by participants (very) positive
8
MC Products and Sources- Linked Open Metadata Proposal (1) Linked Open Metadata: Common models and vocabularies So far rarely available internally or for other users in open and machine-actionable formats Objective: Demonstrate the usefulness of linked metadata for the statistical community and to acquire hands-on experience in that field Benefits: Easiness of data access, e.g. machine readability Quality tracking by comparing, reproducing, finding inconsistencies, correct interpretation Integration by linking data, e.g. searching multiple database at once for combining data
9
MC Products and Sources- Linked Open Metadata Proposal (2) WP 1: Build a dissemination system for core structural metadata Define and implement a set of metadata (glossaries, classifications and code lists) as part of a linked metadata dissemination system WP 2: Build an information system supporting the HLG vision This tool will contain a semantic coherent representation of the main HLG models (GSPM, GAMSO, GSIM, CSPA service descriptions) Possible use cases could be: defining national refinements of a model (e.g. GSIM), attaching specific process descriptions to GSBPM sub-processes, etc. WP 3: Project evaluation and sustainability plan The evaluation will describe the results achieved with regard to the project's objectives, the possible problems encountered and the lessons learned that can be useful for the NSIs or for other similar initiatives (for example DIGICOM)
10
MC Products and Sources- Data Integration Proposal (1) “We must move from a paradigm of producing the best estimates possible from a survey to that of producing the best possible estimates to meet user needs from multiple data sources” (Conny Citro) Produce stable output with unstable ever changing inputs Opportunities Big data and administrative data New technologies Challenges Increasing needs: timeliness, frequency and disaggregation Less budget, lower response burden Other statistics producers It’s Time to Collaborate!
11
MC Products and Sources- Data Integration Proposal (2) UNECE Modernisation Committee for Products and Sources 11 Integrating survey, admin, big data, non official data Common data sets to collaborate in sandbox Methodology, Metadata & Quality frameworks
12
MC Products and Sources- Constraints & Challenges Large variety of topics Limited and shifting capacity Initiation of new members “Silent” members Other actors in same area Inter-MC communication and coordination
13
MC Products and Sources- Way Forward Changes proposed Internal organisation of MCPS Create sub-groups for specific activities (ad-hoc members) Invite active participants of workshops Contributing organisations (via HLG) Formal time allocation in work programme of members Administrative/secretarial support from NSO staff HLG Promote inter-MC collaboration
