12. STEPS: 1.Locate the legend and figure out what it means. 2.Figure out where population is going up or down. 3.Figure out what that means for taxation and services. If population goes up, tax revenue and government services go up. If population goes down, tax revenue and government services decrease.

13. STEPS: 1.Locate the counties and increased the most. 2.Figure out what that means for tax revenue and government services. 3.Do the same thing for the counties that decreased the most. If population goes up, tax revenue and government services go up. If population goes down, tax revenue and government services decrease.
