Project Planning should occur long before funding opportunities arise; this allows sufficient time to develop the project scope and budget and to build public support. Advanced planning will improve your chances of getting the right funding for the right project How? ODOT has a number of resources available to help plan projects once local jurisdictions have identified their needs and priorities
