A&P2 Program Management Update Going on a Treasure Hunt Robert Guillemin NE P2 Roundtable Meeting June 20, 2007 Bristol, RI
2
Treasure Hunt? A Well Designed Measurement Strategy Saves time and effort to apply and manage P2 grants Improves program effectiveness Get EPA off your back
3
EPA’s Hunt for Value EPA’s Plan to Reduce Grants Management Burdens and Improve Measurement: –Simplify P2 RFP –Clarify Grant Proposal Format –Clarify Interim and Final Grant Reports –Measurement Training for the P2 Grant Program
4
Bottom-Up Strategy Work with State P2 Programs to: –Upgrade RFP –Develop P2 grant proposal format and –Design P2 report format –Collaborate on Measurement Training for P2 Grants
5
Some Clarifying Remarks About P2 Measurement
6
Why Measure? EPA Administrative Needs –Environmental Results Policy –Quality Assurance –PART Review State Program Management Benefits –Reduce Grant Management Administrative Burden –Improved Program –ManagementCommunication of P2 Benefits
7
What P2 Grant Measures Aren’t Cost-Benefit or Efficiency Measures Lack of standard toxicity and exposure factors confound efficiency ratio P2 program management and policy decisions include broad economic, technological, regulatory, and environmental factors
8
Measurement Flexibility Dig where you want – Chose the program area to focus measurement resources Dig as much or as little as you want –Chose the right amount of measurement effort to match judgement and available resources Simply explain measurement approach –Measurement transparency is a primary goal of EPA Quality Assurance requirement
9
Basic Measurement Formula Identify the size and scope of the pollution issue (Define Baseline) Determine the effectiveness of the P2 approach Estimate the degree of implementation success
10
Organic Lawn Care Measure Baseline –Pesticide application of 3.2 to 9.8 pounds per acre –2 acre pilot project Effectiveness of P2 Approach –Organic lawn care strives to reduce 100% of pesticides Estimation of the Degree of Implementation Success –6.4 to 19.6 pounds of pesticides reduced
11
Total Municipal Acres in CT – 3,702 acres of municipal recreation fields in Connecticut –Use of 11,846 to 36,280 pounds of pesticides per year
12
Measurement Advice The cost of measurement should not outweigh the benefit Target readily available data Use justifiable estimates and assumptions
13
P2 Proposal Format and Measurement Work Sheet Proposal Format –What is the most effective way to format a proposal? Measurement Reporting Format –What’s the best way to format measurement information?

Grant 1 Projected Results I. Grant Information GranteeMaine DEP Grant Description (Full): The Maine Department of Environmental Protection (ME DEP) will provide technical assistance to Maine’s small businesses and state agencies to reduce the use of toxic materials and conserve energy. The four proposed projects include 1) a “green” procurement program for state agencies, 2) a self-certification program for the auto-body and stormwater sectors that includes pollution prevention, 3) a “green” certification program for the lodging industry, and 4) a “Governor’s Carbon Challenge” that provides energy conservation audits and recommendations. In addition, updated contracts for cleaning supplies will feature Green Seal's GS-37, 40 and 40 standards, as well as standards developed by Maine's EPP Group. b) Electronics: Contracts for electric equipment will be updated using the EPEAT Bronze standard, or higher. Target items include lamps and ballasts, batteries, electronics and computers. c) Vehicles: Non-lead replacements for lead wheel weights. 2) VOC Reduced: a) State Laundry Systems: Non-perclorethelyene for uniforms and the laundering of rags. b) Cleaning Products: see above.

Number of technical assistance on-site visits, phone calls, emails. Number of people trained. Number of completed self-certifications. 2) Behavior Measure: Number of changes at facilities. Strive for 20% increase in compliance. 3) Partners: Participating self-certifying companies. 4) Sectors: Autobody and stormwater 5) Data Collection Method: Completed self-certification forms. Random baseline on-site visits. 1) Pollution Reduced: Reductions based on a 20% increase in compliance for sector universe of self-certification facilities. 2) VOC Reduced: VOC reduction of 1,000 pounds based on the assumption that 5 unlicenses solvent distillation units will be licensed.
