4 What you can expect to learn from this exercise Get an understanding of : The concept of Climate Public Expenditures and Institutional Review (CPEIR) as a system for coding and tracking climate change interventions The challenges of assessing expenditures using the CPEIR classification How to: Assess the climate relevance of public expenditures
5
5 Introduction to Climate Public Expenditures and Institutional Review (CPEIR) classification of climate change relevant activities Quiz Reflections Agenda
6
6 CPEIR classification of climate change relevant activities Climate Public Expenditures and Institutional Review (CPEIR) Methodology developed by UNDP and ODI in 2012 CPEIR examines the linkages between the three spheres of: national climate change policy, the institutional structures through which policy is channelled; and the resource allocation processes of the public sector towards the implementation of relevant projects. Eight CPEIRs have been completed so far for the following countries: Nepal Bangladesh Thailand Cambodia Samoa Morocco Philippines Indonesia + four CPEIRs underway in Vietnam, Ethiopia, Tanzania and Uganda Source: http://www.aideffectiveness.org/CPEIR
7
7 Linkage between CPEIR and Good Financial Governance By analysing how climate change related expenditure is being integrated into national budgetary processes, CPEIR adheres to the six principles of Good Financial Governance: Alignment: central role for national institutions during the process of establishing the climate finance architecture in a country Coherence of the climate strategy and development planning and medium– term financial planning Effectiveness through consideration of the climate relevance of other fiscal policies Sustainability through the consideration of cost impacts Predictability of climate finance spending as part of the national budget Accountability through legitimacy and accountability obligations
8
8 CPEIR classification of climate change relevant activities high Activities have the primary objective of improving climate resilience or contributing to mitigation medium Activities with secondary objective regarding adaptation or mitigation Mixed programmes that include activities related to adaptation or mitigation low Activities with indirect benefits for adaptation or mitigation marginal Activities with a very indirect or theoretical link to climate change adaptation or mitigation
9
9 CPEIR Quiz Now it is your turn to do the exercise! Break up in 2 teams with an equal number of team members Follow the instructions of the trainer(s) Step 1: The trainer(s) will present a budget line on a PowerPoint slide that is based on a fictitious annual municipal budget. Step 2:Both teams have 30 seconds to discuss the relevance of this budget line to climate change. Step 3:At the acoustic signal, each group has to flag one of the 4 colored cards to indicate the climate relevance (high, medium, low, marginal) of the budget line displayed. In addition, they have to briefly explain their choice. Step 4: The trainers will reveal the classification of the budget line according to CPEIR. The team(s) that are in line with the CPEIR classification score. The team with the highest score wins!!!!
10
10 Budget line – example I Inform employees about energy consumption of appliances and work activities Raise employees‘ awareness of patterns of behaviour towards energy savings in their direct work environment
11
11 Budget line – example I Workshop in municipal energy saving. CPEIR classification: high relevance to climate change (primary focus on mitigation)
12
12 Budget line – example II Awareness campaign on dengue prevention measures in most affected villages (elimination of breeding grounds of mosquitoes, natural mosquito repellents etc.) Distribution of mosquito nets to most vulnerable groups
13
13 Budget line - example Dengue fever prevention control. CPEIR classification: medium relevance to climate change (primary objective of health care, strengthening of adaptive capacity of vulnerable groups only an indirect objective)
14
14 CPEIR Quiz The quiz starts n ow !
15
15 Quiz - Budget line 1 Reinstall functional sewerage system after flooding Financial support for rebuilding private houses destroyed by flooding Both measures purely aim at the reconstruction of the previous status quo
16
16 Quiz - Budget line 1 Rebuild/ repair of infrastructure. CPEIR classification: marginal relevance to climate change (does not particularly focus on climate-resilient or energy-efficient infrastructure, link to climate adaptation in terms of reducing vulnerability is considered as very indirect)
17
17 Quiz - Budget line 2 Multidisciplinary research group aims at developing a suitable approach to address the disappearance of endangered species in the region One important focus is on identifying ways to protect the natural habitat of endangered species
18
18 Quiz - Budget line 2 Installing research groups on biodiversity conservation. CPEIR classification: medium relevance to climate change (No explicit focus on increasing resilience of ecosystems but part of the activities contributes to it)
19
19 Quiz - Budget line 3 Assignment of three water conservation areas bounded by levees and connected by a series of canals to meet the growing water needs of agriculture and the people in the region
20
20 Quiz - Budget line 3 Assign water conservation areas to avoid loss of groundwater. CPEIR classification: medium relevance to climate change (motivated primarily by improved livelihoods because it provides protection against droughts, builds climate resilience of the target group as a secondary objective)
21
21 Quiz - Budget line 4 All new vehicles manufactured have to comply with restricted amount of pollutants permitted by the standard Introduction of tax incentives for purchase of low-emission vehicles for private households
22
22 Quiz - Budget line 4 Car emission standard combined with tax reduction. CPEIR classification: high relevance to climate change (direct focus on mitigation)
23
23 Quiz - Budget line 5 Train decision-makers from infrastructure and planning authorities on traffic forecast modelling, public transport regulation, transport economics and road safety.
24
24 Quiz - Budget line 5 Capacity building on infrastructure planning for Land Transport Authority CPEIR classification: low relevance to climate change (strengthening the general planning capacity at national level but not explicitly linked to climate change)
25
25 Quiz - Budget line 6 Integrate climate change mitigation and adaptation as a standard element of primary and secondary education curricula
26
26 Quiz - Budget line 6 Develop school curriculum on climate change. CPEIR classification: high relevance to climate change (raises the awareness of climate change as a primary objective)
27
27 CPEIR Quiz Getting CLIF Ready What did you learn from this exercise? What challenges did you face in assessing the climate relevance of the budget lines? How does your country/ institution track climate finance as part of public expenditures?
28
28 Checklist to get CLIF Ready According to what you learnt from this exercise you could … Check about the relevance of measures that are financed by your institution/country to climate change adaptation or mitigation. Check whether climate change objectives are integrated into the budgeting process of your institution/ country. Check the possibilities to improve mainstreaming of climate change in the budgetary process of your institution/country. CPEIR Quiz – Next Steps

29 Back-up slides
30
30 Quiz - Budget line 7 Distribution of food packages to most vulnerable groups in flood- affected villages for the duration of three months
31
31 Quiz - Budget line 7 Food aid program for flood-affected villages CPEIR classification: marginal relevance to climate change (short-term, humanitarian relief programme that has only a very indirect link to climate resilience)
32
32 Quiz - Budget line 8 Introduction of a Vocational Training and Opportunities Scheme targeting young and unemployed citizens from urban areas Aim is to improve their general level of education, gain certification, develop their skills and prepare for employment, self-employment, and further education.
33
33 Quiz - Budget line 8 Vocational training scheme. CPEIR classification: medium relevance to climate change (primarily motivated by poverty reduction but building household reserves and assets to reduce vulnerability)
