8 Step 3: Define the Terrain Where a “battle” will be fought… “Tactical mapping” – CVTs initial map (on the issue of torture) diagrammed over 400 relationships (or “points of contact), from the highly local to the international levels. Know the Terrain

13 Creating a Tactical Map There are FIVE steps in creating a tactical map.
