3. Kindersley Landfill Pre-Fire Landfill area = 182,000 sq. metres Projected Lifespan = 5 years 3 Located west of Highway 21 4 Full-time staff Operational Hours: Monday to Friday: 8 am to 5 pm Saturday: 8 am to 12 pm

Kindersley Landfill Historical Background: Pre-Fire ACCEPTED MATERIALS (Pre-Fire): Regular household and commercial waste originating within the Town and RM of Kindersley as well as any neighboring municipalities. 5. Kindersley Landfill Historical Background: Pre-Fire Recycle bins and compost area were on site at the landfill Two other recycle depots located in residential areas. No curbside recycling for residents was available. Recycling depots were abused and most material was not marketable. Wood chipper on site provides mulch for Parks Department, but time limiting and not used to potential 5

6. Reality Check: Landfill Fire October 7, 2013 – approx. 8:30 pm At peak – 56 emergency personnel on site; 80 involved in overall response Local State of Emergency Declared October 8 Shelter in Place in effect October 8; Ended October 10 Local State of Emergency Lifted October 11 6

Reality Check: Landfill Fire Crews continued to cover and bury debris on site using fire retardant foam, dirt, and water throughout the next two weeks 7 More than 131,000 gallons of water used between October 7-11 Approximately 1,600 person hours invested on site (2,500 in total emergency response)

8. Reality Check: Landfill Fire No Perimeter Fencing. This was a violation of the new Environmental Codes as per the Ministry of Environment. Fencing for this 182,000 sq. metres had to be budgeted for.

9. Reality Check: Landfill Fire No Daily or Weekly Cover. This was a violation of the new Environmental Code. The current 4 employees were not able to keep up with Baler Operations, customer service, collecting fees, sorting, transporting and placing bales and providing full cover. A contractor would be required to assist us to get the site up to code.

10. Reality Check: Landfill Fire No Funding… No funding was available for disaster relief. Costs to fight fire: $111,372.00

11. Reality Check: Landfill Fire No Funding… No funding was available to bring landfill up to code. Ongoing operational changes including 1 more staff member and the hiring of a general contractor, including equipment to ensure site is covered.

12. Reality Check: Lessons Learned 12 Functioning as an unofficial “regional” landfill had to stop. Restrictions need to be implemented. Only Kindersley & RM of Kindersley accepted. Customers not adequately sorting waste; procedures implemented.

13. Reality Check: Post-fire Operational Changes Construction Waste - Established a transfer station with Loraas Disposal until we could meet code. Increased promotion of alternate sites for hazardous materials and unaccepted items Introduced Curbside Recycling program to residents. Waste Diversion a high priority. Education to public: brochures, maps and signage 13

14. New Operational Changes Perimeter Fence for landfill installed to meet code. 14 Better monitoring sorted garbage Ensuring staffing levels are appropriate and providing more training opportunities Educating the Public

15. New Operations… Collections Trailer implemented to inspect loads and collect fees. Waste is bailed on site The landfill receives an average of 16 bails per day 1.08m3 per bail x 16 = 17.28m3 per day 15

17. New Operations Contractor hired to ensure full cover daily as per Environmental Codes. No more blowing garbage… Commercial Chipper on site to chip construction demo, shingles, clean wood etc.

18. A Regional Landfill Model Western Regional Landfill Inc. established to seek solutions for regional waste site Up to 40 municipalities interested – some now starting to withdraw. Currently have 20 communities. Town Council invested $500,000 in 2014 & 2015 reserve toward future landfill 18

19. A Regional Landfill Model Site for new landfill is determined. Final Engineering Design and Report Complete. REOI to be available beginning of December for construction in 2016 or 2017.
