3 3 2004-05 ELI-North Transmission Reliability Projects Danville-Hodge: Build line 2004-05 ISD Sterlington-Bastrop: Build Line 2004-2006 ISD Sarepta: Tap 345kV line 2004-2006 ISD

4 4 Sarepta: Tap the 345kV line & Install a 345 to 115kV Auto The 115kV line from McNeil to Sarepta from south Arkansas to northwest Louisiana is 56miles long. Contingency: The loss of any section of the line between McNeil to Emerson will cause severe low voltages (68% to 91% to 6 stations). Recommended Solution: Build a new 345/115kV substation at Sarepta. Estimated Cost: $12,000,000 2004-06

6 6 Sterlington to Bastrop: Build New 115kV Line The 115kV line from Sterlington to Bastrop in north Louisiana is 11 miles long. The distance from N. Bastrop to the Sterlington to N. Crossett line is 6 Miles and the distance from N. Bastrop to the tap is 4 Miles. Contingency: Loss of the Sterlington to Bastrop 115kV line will result in 82% to 89% voltage levels from Bastrop to Oakgrove to Darnell. The loss of the Sterlington to IPCO results in voltage collapse in the area. The 115kV line from Sterlington to IPCO cannot be opened most of the year. Recommended Solution: Build a new 115 kV line with 1,272MCM ACSR conductor from Sterlington to Bastrop OR bring the Sterlington to Crossett North 115kV line into N. Bastrop (in & out) and eliminate the 115kV N Bastrop tap by bringing the Bastrop to Log Cabin line into N. Bastrop with another In & Out. Estimated Cost: $8,000,000 2004-06

10 10 Danville to Hodge: Build New 115kV Line The 115kV line from Danville to Hodge in north Louisiana is 4.2 miles long. Contingency: The loss of the Danville to Hodge 115kV line causes low voltages (91% to 79%) from Hodge to Sailes. 43 miles from Hodge to Ringgold. Recommended Solution: Build a new 115 kV line with 1,272MCM ACSR conductor from Danville to Hodge. This will relieve all overloads and low voltages. Estimated Cost: $2,000,000 2004-05

13 13 Walnut Grove to Lampkin to Monroe 115kV Line: Upgrade line capacity The 115kV line from Walnut Grove to Lampkin to Monroe in north Louisiana is 15 miles long. This is one of the 115kV lines serving the Monroe Area. Contingency: The single contingency loss of 6 different 115kV lines will overload Walnut Grove to Lampkin from 4% to 24% in 2007. The Lampkin to Monroe 115kV Line will overload by 4% to 11% in 2007 for 6 different single contingencies. Recommended Solution: Upgrade the capacity of the Walnut Grove to Lampkin 115kV line by June 2005 and the Lampkin to Monroe 115kV line by June 2006. The line should be upgraded to 2000 Amps. Estimated Cost: $6,000,000 2005-06

15 15 Winnfield to Standard 115kV Line: Upgrade line capacity The 115kV line from Winnfield to Standard in north Louisiana is 25 miles long. Contingency: The loss of the Jena to Beaver Creek 115kV line or the loss of the Beaver Creek autotransformer will cause the Winnfield to Standard to overload by 17%. Recommended Solution: Upgrade the Winnfield to Standard 115kV line by rebuilding the line with 1,272MCM ACSR conductor. Estimated Cost: $8,000,000 2007

17 17 Vienna to Bernice 115kV Line: Upgrade line capacity The 115kV line from Vienna to Bernice in north Louisiana is 17 miles long. Contingency: The loss of the Wyatt to Parnell 115kV line in Arkansas will cause the Vienna to Bernice Line to overload by 15%. Recommended Solution: Upgrade the Vienna to Bernice 115kV line by rebuilding the line with 1272MCM ACSR conductor. Estimated Cost: $6,000,000 2007
