17-18 October 2006 By Albrecht Wirthmann, GISCO, Eurostat e-mail: Albrecht.Wirthmann@ec.europa.eu GIS Technical Guidance
2
17-18 October 2006 Background Development of WISE GIS component as an important building block of Spatial Data Infrastructure Key Services –Visualisation of georeferenced data –Enable interoperability between EU and national/RBD systems –Enable analysis and assessment possibilities –Integration of different data sources and types
3
17-18 October 2006 Long-term objective (2010) Implementation of Infrastructure integrating EU WISE and national water information systems Main purposes –Visualisation –Policy assessment –Compliance assessment –Scenario / modelling analysis
4
17-18 October 2006 Short term objective (2006/07) Emphasis on visualisation –web mapping, paper maps Review of WFD reported data and integration of relevant reference datasets Scope is EU25 + accession, candidate, EFTA and other European countries Collaborative process between EU services and member states
5
17-18 October 2006 Main products of process Development of reference or core data set relevant to water management Transition of WFD to WISE GIS guidance Definition of list of datasets to be compiled through WISE GIS
6
17-18 October 2006 European hydrographic reference dataset Start with small scale hydrographic reference dataset (1:1 Million) Gradually increase level of detail to midscale (1:100000 – 1:250000) Redirection to / Integration of national systems for larger scales / resolutions
7
17-18 October 2006 WISE GIS guidance Based on WFD GIS guidance 2002 Description of structure and implementation of WISE GIS Clarification of roles and responsibilities of involved actors Update of list of datasets and maps
8
17-18 October 2006 WISE GIS Guidance Issues to be covered –Specification and process for generation of EU hydrographic reference layer –Use and exploitation of other datasets –Planning for development of new layers (canals, reservoirs) –Process to improve reported national datasets –Intended scope of visualisation –Definition of reference areas for visualisation (comparable sub-units) –Feature coding –Metadata aspects –Interoperability aspects between WISE and national information systems
9
17-18 October 2006 Management aspects Process led by new WISE Technical Coordination (led by EEA, involvement of other EU bodies and several MS) Consultation of EU services and MS/other experts through GIS group/workshops Updated Guidance until 2007/8
