S TATE OF T EXAS A SSESSMENTS OF A CADEMIC R EADINESS (STAAR) November 2010 Curriculum & Instruction Elementary ELA 1
2
S TATE OF T EXAS A SSESSMENTS OF A CADEMIC R EADINESS (STAAR) Grades 3−8 Tests are in same grades and subjects as TAKS More rigorous than TAKS; greater emphasis on alignment to college and career readiness Based on TEKS Emphasis on Readiness Standards Addressed in a deeper manner Measures academic performance as students progress from Elementary to Middle to High School (Science too?????) 2
3
3 STAAR Assessments Grades 3−8 3−8 mathematics 3−8 reading 4 and 7 writing 5 and 8 science 8 social studies 33 Implemented in 2011−2012 School Year as Field Test and Accountability will be set for subsequent years.

COLLEGE READINESS House Bill 3 defines college readiness as the level of preparation a student must attain in English language arts and mathematics courses to enroll and succeed, without remediation, in an entry-level general education course for credit in that same content area for a baccalaureate degree or associate degree program (Section 39.024a) 4
5
5 Educator Committee Recommendation Committee determined… TEKS eligible to be assessed Annually as Readiness Standards TEKS eligible to be assessed as Across Years (various) Supporting Standards 55
6
READINESS STANDARDS Have the following characteristics… They are essential for success in current grade/course They are important for preparedness for next grade level/course They support College & Career Readiness They necessitate in-depth instruction They address broad & deep ideas 6
7
S UPPORTING S TANDARDS Have the following characteristics… Although introduced in the current grade/course, they may be emphasized in a subsequent year Although reinforced in the current grade/course, they may be emphasized in a previous year They play a role in preparing students for next grade, but not a central role They address more narrowly defined ideas Includes lower grade level TEKS in Science 7
8
R EADINESS AND SUPPORTING STANDARDS Eligible Content Standards from TEKS Assessment Blueprint 8
9
C HANGES RECOMMENDED TO TEST KNOWLEDGE & SKILLS IN A DEEPER WAY Tests will contain a greater number of items that have a higher cognitive complexity level. Items will be developed to more closely match the cognitive complexity level evident in the TEKS. In reading, greater emphasis will be given to critical analysis than to literal understanding. In writing, students will be required to write two essays rather than one. 9
10
C HANGES RECOMMENDED TO TEST KNOWLEDGE & SKILLS IN A DEEPER WAY In social studies, science, and mathematics, process skills will be assessed in context, not in isolation, which will allow for a more integrated and authentic assessment of these content areas. DUAL CODED In science and mathematics, the number of open-ended (griddable) items will increase to allow students more opportunity to derive an answer independently 10
11
S T ANDARD S ETTING P ROCESS Under TAKS, standards were set separately for each grade and subject and were primarily informed by examination of test content Under STAAR, standards will be set as an aligned system across courses within a content area and will be set based on data from empirical studies of other state, national, and international assessments as well as on test content 11
12
T IMELINE FOR S TANDARD S ETTING For STAAR 3−8 assessments, standards to be set in fall 2012, so reports for first administration in spring 2012 will be delayed Science Standards are set. (Refer to STAAR Grade 5 Science Assessment handout) 12
13
W HAT DATA WILL BE AVAILABLE WHEN TAKS–last year for ALL grades 2011 STAAR 3−8–first reports with performance standards applied will be available in late fall 2012 [NOTE: No retest opportunities for SSI grades/subjects in the 2011−2012 school year] 13
