DLI#1Resource Planning 5 ActivityStatus Way Forward a)Develop Integrated Development and Asset Management Plan (IDAMP) tools and reporting formats; b)Pretest formats for IDAMP c)Conduct operational testing with city governments and city level agencies d)Provide training for all relevant city officials on IDAMP Training workshops has been conducted on consolidated ADPs and Medium Term Development Framework in Gujranwala on May 20, 2014 (20 participants). DLI#1 Resource Planning 6 ActivityStatus Actions Planned a)Conduct data collection and build GIS-based inventory of municipal infrastructure assets for each CDG and city entity b)Develop municipal infrastructure assets management system & capacity building of city entities A workshop was organized on October 13, 2014 to finalize the categories of assets, forms and modalities for data collection in Lahore. There were 36 representatives from CDGs and WASAs. The forms have been finalized and shared with CDGs and WASAs for data collection. The status of data collection in Gujranwala is near completion. (Status of Data Collection).Status of Data Collection Data Entry of Assets in AMS software is under process. Deadline to complete the data entry in AMS software is 15-Jan- 2015 for CDGG.

DLI#2, Procurement 7 ActivityStatus Actions Planned Stipulations of the Procurement Rules (and the SOPs) complied with for all city level projects. Procurement Plan Trainings on Punjab Procurement Rules conducted as per following schedule: o First round of training was held on 04-05 April 2014 in Gujranwala (47 Participants) o Second round of training was held on October 20, 2014(43 Participants) Procurement checklist under PCGIP has been prepared and issued by the Executive District Officer (F&P) to CDGG. Procurement plan CDG-G has been approved by the World Bank. ( Summary of Schemes) same have been uploaded on the websites of PCGIP and PPRA.Summary of Schemes Procurement plans of following District Offices uploaded on PPRA o Civil Defense, o Community Organization, o Cooperative Department, o Forest Department, o Labor Department, o Social Welfare Women Department o Social Welfare Department, o EDO Agriculture o Community Development Department. 3rd round of trainings on Punjab Procurement Rules is planned in February 2015 Procurement Checklist developed under PCGIP to be made part of each and every procurement made in the CDG-G

DLI#2 Procurement 8 ActivityStatus Actions Planned Invitation of Bids (IFBs) Completion of Contract Invitation for Bids (IFBs) of Nine (09) Schemes of the Works & Services Department costing to Rs. 212.51 million has been advertised through National Competitive Bidding (NCB) under the World Bank guidelines. The bidding documents have already been reviewed and finalized. Bid opening, Bid Evaluation Report (BER) and award of contract of all these schemes will be completed till 5 th February, 2015. All the contracts will be complete before June, 2014 as per approved procurement plan.

DLI #4 Revenue Collection System 10 ActivityStatus Actions Planned Roll out and operationalize OSR Action Plan for all city entities Complete UIPT Automation in CDGG Comprehensive meetings were conducted separately with WASA-G and CDGG staff in order to train them for implementation of action plans and this is a continuous process. Complete UIPT Automation in CDGG Surveys for identification of illegal land- use, bill boards and survey for industries (vocations and trades) are scheduled to be initiated from the month of Dec 2014. Recruitment of staff and development of application is under process. Land use survey Industrial survey Revision of Professional Rates

DLI #5 Boundary Alignment 11 ActivityStatus Actions Planned Develop and implement Action Plan for phased extension in ‘Service Delivery’ area for city entities to align this area to ‘city’ boundary DO spatial planning has been requested through a letter to take actions required to fulfill the year 3 targets. A complete action plan along with responsibility and targets was also included in the letter. A consultative session was held with DO-Spatial Planning of Multan, Gujranwala and Rawalpindi to implement the action plan. The GIS team of The Urban Unit Lahore is working with DO Spatial Planning Gujranwala. CDG-G to prepare action plan for phase extension of service provision in city boundary. Complete Land Use Survey of Peri Urban Area.

DLI #6 Public Disclosure and Access to Information 12 ActivityStatus Actions Planned Develop mechanism for public disclosure and access to information for municipal services for CDGs and its entities Existing practices of public disclosure identified Website of CDGG with content management systems has been handed over to CDGG Gujranwala and following items have been updated. 1.Approved Procurement Plan of EEPS, EEPS 2.Procurement Plans of Health, Agriculture, Community Development and Education 3.Annual Development Plan 2014-15Annual Development Plan 4.Budget 2014-15 Complete,Budget 2014-15 5.Tenders Current (Latest). Public Information Officer (PIO) has been notified in CDGG. (Order Attached)Order Attached CDGG is required to regularly update and maintain the website. DLI# 7, Accountability 13 Status Actions Planned Develop complaint monitoring and grievance redress mechanisms for all CDGs. Existing practices of grievance redress identified. Feed back over Punjab Model received 1550 No.1550 No. 75% respondents are satisfied or appreciate the services of CDGG. A meeting held with CDGs, WASAs and PITB on December 5, 2014 to review the existing complaint systems of WASAs and CDGs. CDG Gujranwala is going to establish a fully functional Zumay Dar Shehri system in Gujranwala for registering all kind of complaints. (Request to PITB is attached)Request to PITB is attached

Environmental and Social Management Framework (ESMF) 14 An Environmental & Social Management Framework (ESMF) is prepared under PCGIP to ensure the development schemes implemented by the CDGs/City entities to be environmentally and socially sustainable.
