3. REQUIRMENTS FOR PLAN DEVELOPMENT 3 Formulation of the five-year health sector plan is based on orientation and key tasks for national 5 year socio-economic development from 2016 – 2020, Directive No 22/CT-TTg dated August 5, 2014 of Prime Minister, 05/8/2014, the legal document No 5316/BKHĐT-TH dated August 15, 2014 of the MPI. Assessment of implementation of the health care sector 5 year plan 2011 – 2015:  To follow targets, indicators, orientations denoted in the Resolutions of National Assembly, Government, PM  To mobilize, promote the coordination of the whole State system, Line Ministries, sectors, Fatherland Front and relevant social organizations  To ensure the objectification and trasparency

4. REQUIRMENTS FOR PLAN DEVELOPMENT 4  five-year health sector plan development period 2016-2020:  To closely follow Resolution on socio economic development plan (2011-2020) issued by Central Party, National Assembly  To go in line with 5 year socio economic development plan, development planning, sector development  The target, orientation, solution in the Plan must ensure the feasibility, priority order  To collect public opinion from research institutions,, community, donors, national/foreign researchers...

PROGESS FOR PLAN DEVELOPMENT 7  Sep 15, 2014: To organize workshop on 5 year plan guide  Nov 2014: Dept of Finance and Planning established a core group in charge of 5 year plan development and JAHR  Dec 2014: To set up the framework of 5 year plan 2016-2020, the assessment of 5 year plan implementation was included in JAHR 2015  Jan 2015: To finalize the 1 st Proposal and submit to MPI  From Feb to May 2015: To analyse in detail the context, priority issues and solution: Based on JAHR 2015, May 26 th 2015, a conference was organized to collect opions from Depts, Administrations, Units under MOH, universities and institutions and international organizations.

PROGESS FOR PLAN DEVELOPMENT 8  From June to August 2015:  In the Decision No 96/QĐ-BYT dated June 23 rd 2015: The Steering Committee and the core group in charge of 5 year plan development was establishedd, with the members are Ministerial leaders and Depts/Administrations officials.  Dept of Finance and Planning keeps on developing the Plan based on reports of Dept/Administrations/Provincial Health Dept  Next steps:  Meetings organized, to collect opinions by official documents => To finalize the 2 nd Proposal at the end of August 2015

9. PROGESS FOR PLAN DEVELOPMENT 9  Next steps:  To consult the Steering Committee and the core group, to organize meeting => to finalize the 2 nd proposal at the end of August 2015  Sep 2015: To organize conference and collect opinions about priority issues of the health sector in the next 5 years (Govermental Office, National Assembly, Ministries, international organizations, local administration…  Sep to Oct 2015: To finalize 3 rd Proposal, to organize conference for final feedbacks  Nov to Dec 2015: To finalize the Plan, submit it to Minister for approval, send to Govermental Office at the end of Dec
