Revisions to the Quality Indicators Manual for Device Loan Nov 10, 2015 3:00 PM - 4:00 PM EST

This past September, MDTAP and the RESNA Catalyst Project convened a work group of Mid Atlantic AT Programs to work on updates and revisions to the 2010 Quality Indicator Manual for Device Loan.

Why did we conduct this meeting with Mid Atlantic SGATs? We did so because the Mid Atlantic ADA Center was having their annual meeting with these SGATs. It was an opportunity for Catalyst to piggy back on their meeting, which allowed for an in person working meeting.

What did the Work Group accomplish? The Work Group completed revising the Quality Indicators for Device Loan Manual. If needed, each indicator was revised as well as the Appendix. The revisions were less on changing the core substance of each indicator, and more on making subtle revisions to phrase each indicator in a clear manner. The result is a cleaner refined version of Quality Indicators for Device Loan.

Page 8 FROM Protection of Information B1. Device loan programs ensure that consumers are provided services that are respectful of their privacy. Intent: The device loan program has procedures that are applied consistently. Essential information is collected and handled properly to ensure privacy. Key Considerations: The device loan program: Has written procedures to protect consumer’s privacy when collecting information about the consumer. Provides staff training on compliance with privacy laws. Monitors and enforces compliance with privacy laws. Has quality assurance mechanisms to ensure consistent application of procedures.

TO Protection of Information B1. Device lending programs ensure that borrowers are provided services that are respectful of their privacy. Intent: The device lending program has procedures that are applied consistently, and essential information is collected and handled properly to ensure privacy. Key Considerations: The device lending program: Has written procedures to protect consumer’s privacy when collecting information about the consumer YES_NO_ Has written procedures to remove a consumer’s personal identifiable information from borrowed devices (e.g. restoring factory settings) YES_NO_ Staff comply with current privacy laws YES_NO_

Page 15 FROM Storage of Equipment C6. Device loan programs have adequate, organized space to store equipment efficiently in a secure location. Intent: The device loan program efficiently organizes, secures, and stores equipment for program use. Equipment is stored in environmental conditions that will not impair the functionality or longevity of the equipment. Key Considerations: The facility has adequate secure space to: Separate and store different types of devices. Optimize the use of space with shelving, bins or other storage options. Separate cleaned, loan-ready equipment from devices requiring repair or cleaning. Provide proper heating, cooling and ventilation for equipment storage as needed.

TO Storage of Equipment C6. Device lending programs have sufficient space to store equipment in a secure location. Intent: The device lending program effectively organizes, stores, and secures equipment for program use. Equipment is stored in conditions that maintain the functionality and longevity of the equipment. Key Considerations: The facility has sufficient secure space to: Organize and store different types of devices YES_NO_ Separate loan-ready equipment from devices requiring repair or cleaning YES_NO_ Provide proper heating, cooling, and ventilation for equipment storage YES_NO_

Page 17 FROM Data Collection E1. Device loan programs collect and report cumulative data about devices, consumers, and outcomes. Intent: The device loan program collects and reports on the total number of short term device loans made by primary purpose of the loan, the number of device loans by type of borrower, length of short term device loans, types of devices loaned, consumer satisfaction, and performance measures for the purpose of making a decision. Key Considerations: The device loan program: Has data systems that collects needed data. Trains personnel to use data collection systems. Collects data in systematic manner to ensure they are reliable and accurate. Submits needed data within required deadlines through external data collection systems.

TO Data Collection E1. Device lending programs collect and report cumulative data about devices, borrowers, and outcomes. (See Sec 4 (f) ANNUAL PROGRESS REPORTS/PUBLIC LAW 108–364) Intent: The number, type, and length of time of loans of assistive technology devices provided to individuals with disabilities, employers, public agencies, or public accommodations through the device lending and analysis of the individuals with disabilities who have benefited from the device lending program. Key Considerations: The device lending program: Has data systems that contain needed data elements such as loan types, purpose of loan, length of loan, and taxonomy of borrower Trains loan program personnel to use data collection systems Collects data in systematic manner to ensure accuracy Submits required data on time
