11. 11 Programmatic & Operational Considerations 11 Environment and climate change considerations compete for the attention of the general public and the government with other priorities. Development Dilemma – getting the right balance between development needs and environmental protection. Regional dimensions of certain Iraqi environmental issues (such as sandstorms, trans-boundary waters, marshlands) exceeds the mandate of the UNCT. The capacities of the MoEnv at central and sub national levels requires considerable strengthening for it to effectively play its information analyses, policy making and regulatory roles. Absence of environmental activism amongst Iraqi civil society.
