4 Purposes of the NFIP 1. Make flood insurance available 2. Identify floodplain areas and flood risk zones 3. Provide framework for a community’s floodplain management ordinances

5 FEMA’s Flood Hazard Mapping Program u Fundamental tenet is to provide up-to-date, accurate flood hazard information u Flood hazards are dynamic u Flood map inventory must be continually updated and maintained

6 u With up-to-date flood hazard data: l Map users can make prudent siting, design, and flood insurance purchase decisions l Communities can administer sound floodplain management programs Importance of Updated Flood Hazard Information

8 Cooperating Technical Partners (CTPs) u New approach for FEMA’s flood mapping u Formal partnership with local communities, regional agencies, and/or States u Build on local/regional/State mapping knowledge and capability

9 North Carolina’s Flood Mapping Program u Program established to implement the Cooperating Technical State Partnership with the Federal Emergency Management Agency (FEMA), signed September 15th u Ownership and responsibility for Flood Insurance Rate Maps (FIRMs) delegated to State

10 Why North Carolina Is Undertaking This Project u State’s vulnerability to hurricanes and flooding l 14 federally declared disasters since 1989 l Hurricane Floyd damages = $3.5 billion l 4,117 uninsured/under-insured homes destroyed as result of Hurricane Floyd u Accurate, up-to-date flood hazard information crucial to protect lives and property

11 Why North Carolina Is Undertaking This Project u Hurricane Floyd revealed flood hazard data and map limitations u Age of North Carolina FIRMS l 55% at least 10 years old l 75% at least 5 years old u FEMA’s mapping budget is finite l North Carolina receives only one updated flood study for one county per year u Many counties and communities lack resources to take on this responsibility

12 Project Components u Developing Flood Hazard Studies through Community Mapping Needs Analysis (Scoping) u Acquiring high-resolution topographic data and accurate Digital Elevation Models (DEMs) u Conducting engineering studies u Generating countywide digital FIRMs (DFIRMs) u Designing and implementing state-of-the-art, dynamic IT infrastructure u Supporting real-time flood forecasting and inundation mapping capability

13 Funding for This Project u In August 2000, North Carolina General Assembly Approved Funding for first Six River Basins ($23 million) u FEMA has contributed $6 million, as well as in-kind professional services u North Carolina is also working with other Federal partners to secure additional funding

14 How the Flood Mapping Program Will Be Managed u North Carolina Office of State Budget, Planning and Management (OSBPM) will oversee and manage the program day-to-day u OSBPM will coordinate closely with CTS Committee

15 How the Flood Mapping Program Will Be Managed u NCGS will be involved in the acquisition of topographic data and development of DEMs u CGIA will be involved in development and acquisition of digital base maps, production of DFIRMs, and implementation and operation of Information System

16 How the Flood Mapping Program Will Be Managed u NCDEM will be involved with scoping process/ identification of community mapping needs and prioritization of flood hazard studies. u NCDEM will also be involved in providing outreach, education, and assistance to communities on how to best utilize information for mitigation and planning purposes.

17 North Carolina’s Goals for CTS Program u Current, accurate data for sound siting and design decisions u Better floodplain management to reduce long-term flood losses u Updated data to alert at-risk property owners of the need for flood insurance u Faster, cheaper FIRM updates

18 North Carolina’s Goals for CTS Program u Digital format to allow: l More efficient, precise flood risk determinations l GIS analysis and planning l Online access 24 hours a day u DEMs will be useful for almost any engineering or planning application

20 Scoping u Research/inventory all available elevation, flood hazard, and digital base map data u Assess existing flood hazard data on effective FIRMs u Determine appropriate technical method for developing up-to-date flood hazard data and establish priority level

23 Step 1—Initial Research and Community Coordination u August 31, 2000, kickoff meeting— community questionnaire u Complete Assessment of Community Mapping Needs (CTC Agreement) u FEMA will research FIS/FIRM and other data for each community u Evaluate post-Hurricane Floyd data

24 Step 2—Initial Scoping Meetings u Meetings in each county u Present results of Step 1 research u Ask for community input u Meet individually with county and each community’s representatives u Each county and community will be contacted to schedule the meeting

25 Step 3—Draft Basin Plans u Synthesize research and community input u Draft basin plans will include: l Comprehensive lists of flooding sources to be updated l Counties for which DFIRMs will be produced l Overall schedule

26 Step 4—Final Scoping Meeting u Meetings held in each basin u Two or three separate meetings may be held in larger basins u All impacted counties and communities will be invited u Present draft basin-wide plans u Provide final opportunity for input

27 Step 5—Final Basin Plans u Final basin plans will be used to: l Complete CTS Task Agreement with FEMA l Develop Delivery Orders for our mapping contractor l Develop CTC Mapping Activity Agreements with any counties or local communities l Production phase will then begin

28 Map Production u See Production Process Flowchart in handout package (Attachment to MAS E) u Acquisition of high-resolution topographic data u Generation of accurate DEMs u Updated engineering analyses and floodplain mapping u Conducting hazard analyses and producing updated DFIRMs u State will contract with a private sector firm to conduct this work

29 Community Review u Preliminary countywide DFIRMs issued to each county and its communities for review and comment u County meetings to present maps and provide opportunity for comment u Statutory 90-day appeal period

30 Project Schedule u By March 31, 2001 = Complete IT infrastructure design u By August 2002 = Complete acquisition of raw elevation data, develop DEMs and updated flood data, and produce digital FIRMs for the six eastern river basins (Cape Fear, Lumber, Neuse, Pasquotank, Tar-Pamlico, and White Oak)
