ERCOT Board Update June 9, 2015 Board Meeting: ◦ There was no Board meeting this month, but during the June Board meeting the Board approved all revision requests submitted by TAC. ◦ TAC leadership provided an update to Board concerning status of NPRR638 : Additional analysis and review in progress by the Wholesale Market Subcommittee (WMS). PRS Initiatives and Votes Nodal Protocol Revision Requests (NPRRs) ◦ NPRR710, Removal of ORDC Phase 2 Language and Modification to HASL Calculation: TAC Unanimously Approved Other Binding Document – Methodology for Implementing Operating Reserve Demand Curve (ORDC) to Calculate Real-Time Reserve Price Adder NOTE: When TAC Approved NPRR710 also included this Unanimous Approval of this Other Binding Document Project Review Discussion (Possible Vote): What is the proper process for addressing Aging Projects? Spurred a lot of discussion, comments and suggestions. Action Item: PRS Leadership will develop formal process for TAC’s review and possible approval in the next few months. Tabled and/or Withdrawn Revisions Request Previously Tabled at TAC (Possible Vote): ◦ RMGRR129, Revision to Customer Rescission Completion Timeline RMGRR129 will continue to be “Tabled” at TAC since RMS didn’t meet in July to address and approve MarkeTrak Taskforce’s recommendation for a delayed implementation date as requested by MPs during the May 28, 2015 TAC meeting. 7/30/15: TAC Unanimously Approved to continue to Table RMGRR129 awaiting RMS’ recommendation for an implementation timeline. 16.11.4.1, Determination of Total Potential Exposure for a Counter-Party – Request to Modify Value of Parameter T5 (Possible Vote) ◦ The way NPRR639 was implemented unintentionally increased the MCE for counter-parties that have both generation and load since it treats all counter-parties that have any load the same. Luminant requested that TAC approve a new value for the T5 Parameters. ◦ Majority of the responses from TAC membership were against making this type of change on the fly without understanding possible long term ramifications created with this change. ◦ Roll Call Voting requested on the Motion to Remand to WMS which includes a request for WMS to consider Luminant’s long term solution. Operations, Planning and IT Report A MP reported a EMS system problem on June 22, 2015, ERCOT immediately started their investigation and identified an EMS Coding Issue. The shift factors being sent to SCED were different than what ERCOT anticipated. This resulted in a different dispatch and pricing. This coding has been in ERCOT’s EMS systems since December 2010 ◦ TAC Leadership voiced concerns that there were no market notices provided by ERCOT reporting this EMS Coding issue. Brad Jones stated ERCOT had not planned a market notice, but will consider it going forward. ERCOT planned to provide updates to TAC next month and will discuss technical questions at WMS. Other Business Working Group/Task Force Leadership Election Discussion ◦ There are no rules around how to conduct elections for Taskforce level leadership voting. ◦ TAC Leadership stated that TAC Procedures would be the appropriate place to formalize the process. TAC should have draft redlined process ready for review for the August TAC meeting. TAC Subcommittee Structural and Procedural Review and TAC Goals Review August 27, 2015 TAC meeting will include Subcommittee Structural and Procedural and Goals Review following TAC meeting. Other Business ERCOT is considering the addition of a new “Valley Weather Zone”: ◦ ERCOT will need to provide more information to the market on why any new Weather Zone is necessary and provide more market wide visibility into their thought processes. ◦ Market wide communications on this type ERCOT change should include Retail, Commercial and Wholesale Subcommittees since all would be impacted. These subcommittees will need to be involved into the approval process and, if approved, revision request(s) implementation scheduling. August 4, 2015TAC Update to RMS15
