Action Taken on Issues raised during PAB meeting 2014-15 1.Delay in release of funds to districts/schools The State Finance Department has taken up initiatives for release of funds to nodal implementing department in time. 1 st installment Central allocation of funds have been released to nodal department State matching share of Rs. 222.46 lakh has also released to nodal department 2.Negative balance of food grains at the end of 3 rd quarter in districts like Lower Subansiri, Kurung Kumey, Changlang. Instructions have been issued to District Administration to strictly maintain norms of foodgrains utilization to avoid mis-match. 3. Negative balance of cooking cost. Since cooking cost released by GoI till 31.12.2013 is less than the actual meal served, hence negative balance was shown in AWP&B,2014-15. Action Taken on Issues raised during PAB meeting 2014-15 4. Absence of Medical Emergency Plan (MEP) Medical Emergency Plan has been prepared and submitted to the Ministry of HRD on 06/06/2014. MEP has also been circulated to all districts to disseminate to school level implementation. 5.Poor Coverage under School-Health Programme (SHP) The issue of poor coverage of children under SHP was discussed in the SLSCMC meeting held on 04/09/2014. The Secretary (H&FW) gave assurance to take initiatives for health check-up and distribution of micro-nutrients, de-worming tablet to children under NRHM program. 6.Coverage of more number of children in Upper Primary category against PAB approval Enrolment of children in Upper Primary stage increased due to increase in number of schools from 1035 in 2013-14 to 1055 in 2014-15. 7. Usable girls toilets available only in 46% schools as per DISE 2012-13. The issue was also discussed in the SLSCMC meeting held on 04/09/2014. The Secretary (PHED) has given assurance to provide toilets in schools under Swachh Bharat Abhiyan. 8.Enhancement of Transportation Assistance for lifting of Foodgrains for MDM Scheme. State Govt. has approved for proposal for revision of Transportation Assistance including Head-load at par with PDS rates prevailing in the State. Proposal on revised rates of Transportation Assistance shall be submitted separately to MHRD within April 2015. 9. Pending Reimbursement of Transportation Assistance for the year 2003- 04 to 2008-09. Relevant documents of claims of pending reimbursement of transportation assistance submitted to MHRD. Action Taken on Issues raised during PAB meeting 2014-15

DIRECTORATE OF ELEMENTARY EDUCATION, GOVT. OF ARUNACHAL PRADESH Review Meeting : Coordination meeting on Education under the Chairmanship of Hon’ble Chief Minister held on 20/06/2014. Review of flagship programme of SSA, RMSA & MDM schemes were conducted. Review meeting of senior officers of Education Department under the chairmanship of Hon’ble Minister of Education held on 16/07/2014. SLSMC meeting held on 04/09/2014 under the chairmanship of Chief Secretary. INITIATIVES TAKEN BY STATE GOVERNMENT

Inspection & Monitoring : Designed structured Schedule - Detailed Inspection Report (DIR) and Surprise Inspection Report (SIR) for monitoring and supervision of the scheme. Organized orientation/capacity building programme of Block educational functionaries on safety and hygiene aspects on 27 th & 28 th Nov. 2014. We have already requested the State Health Department for Testing of food sample of MDM. INITIATIVES TAKEN BY STATE GOVERNMENT DIRECTORATE OF ELEMENTARY EDUCATION, GOVT. OF ARUNACHAL PRADESH

Strategies proposed to be adopted for effective implementation of MDMS 1.Timely release of Funds to nodal implementing department/agency It is resolved in the SLSCMC meeting that the State Planning Department will release funds to education department in advance in April 2015 in anticipation of receipt of funds from GoI which shall not only address the issue of pre-payment of cost of foodgrains to FCI but also ensure regularity in serving Mid-day meals in schools. 2.Release of funds to schools through e-transfer. Initiatives will be taken for release of funds to districts through e- transfer. However e-transfer is not feasible in schools because of non- availability of banking facilities in remote areas. 3.Release of Honorarium of CcHs through individual bank accounts. Instructions have been issued to district authority to take suitable steps to open individual accounts of CcH in schools located in district headquaters where banking facilities are available.

4. Regular supply of foodgrains to schools The department of Food & Civil Supply shall ensure that the FCI base depot at districts give first priority to the needs of MDM scheme. 5. Effective inspections and supervisions. All district/block level educational functionaries will ensure to carry out inspections of schools on regular basis so that the scheme is implemented effectively in schools. State Review Mission will also carry out assessment studies on performance in selected district in phase manner. 6. Regular conduction of district/block level monitoring committee meetings. It is proposed to engage data-entry operator in 99 CD blocks to ensure timely updating of data in MDM MIS web portal at Block level. OF ARUNACHAL PRADESH 7.Create awareness among children about hand-washing before and after meals in schools. 8.Tasting of food/meals by teacher and community members will be made mandatory. 9.Testing of food-samples by accredited laboratories. There exists no accredited laboratories in the NE Region. However the health department shall be the nodal agency to collect food- samples randomly to test in the accredited labs. 10. Social Audit of MDM Scheme The state govt. will set-up committee/team by engaging social workers, academicians, Women Self-Help Group etc to carry out social audit of the scheme in phase manner.
