2 The National Plan for Ethics in Sport - PNED The National Plan for Ethics in Sport (PNED) is an initiative of the Portuguese Government promoted by the Sports and Youth Secretary of State. General Goals: PNED aims to promote initiatives to assimilate and to experience ethical values in sports practice, such as truth, cooperation, respect, solidarity, tolerance, mutual help, among others.

3 Major Goals:  To promote Sports Ethics among all, particularly children and young people, and help to change behaviors  To spread Ethics in Sport as fundamental and universal values  To experience Ethics in Sport

5 White Card Concept: The White Card or Fair-Play Card is a new card, in addition to yellow and red, which is be available to the referees and judges and is shown whenever a practitioner, manager, fans or other agent has a gesture or attitude of fair play that deserves to be recognized. 6  It is an educational card.  A premium card that is shown in recognition of the practical attitudes of sportsmanship and respect for values ​​and ethics in sport.  The referee will be seen as someone who values the fair play and not only someone who applies sanctions. 11 White Card -Results - Number of games: 550 - White cards displayed: 175 - Evaluation: Very positive assessment by all sports agents. The referees indicate that the White Card had a positive influence on the behavior of fans and athletes. -Regulation: This pilot project resulted in the creation of a Regulation Guide for the application of the White Card: -Athletes: Apologizes to the opponent during a harsher move Recognizes an offense committed during the game -Fans: Supports positively and with fairplay both teams - Next season will be extended to rugby and volleyball; and will continue in football, handball, basketball and skating.
