3. 3 Definitions Preschool Children Children –Aged birth to elementary school age

4. 4 Purpose Provide young children: early learning experiences enable them to meet academic standards Research shows children in poverty lag behind affluent children in academic achievement

5. 5 Benefits of Preschool Children who attend high- quality pre-school programs: –Perform better in reading and math –Are less likely to be held back

6. 6 Benefits continued Children attending: Are less likely to: –require special education –present discipline problems; and Are more likely to attend school in the future

7. 7 Funding Title IA preschool District may: Set aside funding for district preschool Fund specific preschools

8. 8 Funding Title IA preschool Use School Improvement funds To address issues causing identification as in improvement, and The preschool program is in improvement plan

9. 9 Location of Preschool Public school buildings, Public libraries, Community centers, Privately owned facilities (including facilities owned by faith- based organizations)

10. 10 Eligibility Schoolwide –All children in attendance area –ELL –Special education –Migrant

11. 11 Eligibility Targeted Assistance School Most at risk of failing criteria: –teacher judgment, parent interviews Eligibility – may use family income

12. 12 Highly Qualified Staff Teachers (Oregon does not consider pre- school as part of school system) Need not be Highly Qualified Paraprofessionals Must be highly qualified Be supervised by a teacher

13. 13 Parental Involvement District Parent Involvement Policy applies to Preschool (except for school/home contact) May be coordinated with district/school parental involvement activities

14. 14 Coordination of programs Title IA may – Extend Head Start Provide educational services to Head Start children who are also eligible for Title I services

15. 15 Coordination of programs Title IA must – Coordinate with Migrant pre- school Include disabled students, ELL and migrant students in the same manner as other students

16. 16 Use of Funds Funds may be used : –To rent/lease facilities –For minor remodeling –To provide Comprehensive Services

17. 17 Uses of Funds Private Preschools do not receive equitable services
