Funding Notice Highlights 5 Scoring emphasis focused much more on system performance, Opening Doors, increases in PH and RRH, having Low Barriers and Housing First programs. Communities can apply for up to 15% of their ARD for permanent housing bonus projects (FY 2015 Funding Notice, p.12) Tier 2 is much larger and more competitive it includes: 15% - or approx. $4 million of the annual renewal demand Up to 15% more for bonus applications

Funding Notice Highlights All reallocated, renewal and bonus projects will be ranked nationally using a 100 point scale (p. 16): A.Continuum of Care Score up to 60 points B.Continuum of Care Rating of Project up to 20 points C.Project Type 1)10 points for renewal and new PH (PSH & RRH), HMIS, SSO for Coordinated Assessment, TH exclusively for youth 2)3 points for renewing TH not for youth 3)1 point for renewal SSO not Coordinated Entry D.Commitment to Housing 1 st or Low Barrier Priority up to 10 points 6

FY 2013-14 Continuum of Care Score Our 2013 CoC Application scored 118.75 out of 156 possible points in the national competition the equivalent of 76% That placed us in the second quintile of CoC in the 2014 competition for bonus projects We can deduce that at least 20% of Continuums scored better than we did, and not more than 40% Our continuum score well for HMIS, Point-In-Time Counts and our rating and ranking process. 7

Results of Community Input Session 8 No changes recommended for Tier 1. All projects who scored fully in Tier 1 can remain there. Reallocated and Bonus projects will be ranked in Tier 2 and will not displace Tier 1 projects. The NOFA Committee will not be asking for a proposal to administer coordinated assessment, since we are too early in that process. The CoC and Collaborative Applicant will move forward with applying for the CoC Planning Grant, asking for the full 3% of ARD amount.

Results of Community Input Session 9 Reallocated and Bonus projects will be ranked in Tier 2, below all renewal projects, based on their score. The exception will be the renewal project that did not make threshold, which will be placed at the bottom of the package below all new project types. Bonus and Reallocated PSH and RRH projects will both earn the same amount of points for project type. EveryOne Home will bring polices around key topic areas to the Membership Meeting later this month for adoption by the full CoC membership.

2. Local Process: Strategic Changes 10

Local Process: Changes As discussed at the October 1 Community Meeting, EveryOne Home has reviewed the e-snaps applications, and determined the applications for Reallocated/Bonus projects are sufficient to submit in lieu of a full local application. ▫ An addendum document, distributed at this meeting, along with project APRs will also be required for submission. This will have narrative sections critical to tie-breaking, keeping focus on our local priorities, and creating a diverse Tier 2 11

Local Process: Submission Deadlines All grantees (Renewal, Reallocated, and Bonus) are required to submit an application in e-snaps. All Reallocated and Bonus applications must be in e- snaps by 11/13/2015 All Reallocated and Bonus applicants must submit all of the following documents to EveryOne Home via email by: 10/22/2015 ▫ PDF of full e-snaps application (with attachments) ▫ PDF of the completed Local Addendum form (and relevant attachments) 12

Changes to the 2015 Applications Bonus and Reallocated project applicants will submit a local addendum, up to 3 2014 APRs from project partners, and a PDF of the e-snaps application to EveryOne Home. E-snaps and local addendum are the same for for both Reallocated and Bonus project types. There will be only one application and one addendum for both Reallocated and Bonus project types. 14

Bonus and Reallocated Applications Total points available = 100 Due to EveryOne Home Electronically on 10/22/15 Due in e-snaps on 11/13/2015 Projects must score a minimum of 60 points to be included in package 15

E-snaps: Setting up your Project 16 Applicants should refer to pages 12 – 13 of the e-snaps Application Instruction New Projects for direction on how to set up their New Project Application. Pages 5-10 of the instructions contain information for both new and existing users to access the system.

CoC Leveraging (10 pts) Basic information about project, applicant and sub-recipients Allowable Project Types are: ▫ New HMIS ▫ New or Bonus PSH for Chronically Homeless ▫ New RRH for Singles, Families, and Youth Up to 10 points will be awarded to those projects which increase the amount of PH available to the Continuum, with maximum points going to projects who convert to PH funded through other sources and request CoC funds to expand PH in the HUD package as well. Questions concerning this criteria can be found in the Local Addendum question d and the score sheet. 17

Demonstrated Capacity of Applicant (25 pts) Describes applicant team, roles, experience, history of working together. Points for strong experience of partners, no outstanding federal debt, monitoring or audit issues; strong past performance on similar projects. Maximum Quality Assurance points will be awarded to those with a strong plan in place that is clearly articulated. Questions concerning this criteria can be found in e-snaps Section 2 and Local Addendum questions f-h 18

Project Details (25 pts) Section describes overall project, target population, housing assistance, and supportive services to be provided Points for well-designed project, appropriate services and outreach plan to population Questions concerning this criteria can be found in e- snaps Sections 3-5, and Local Addendum question i. 19

Performance Measures (20 pts) Applicant and partners meet or exceed local benchmarks, as demonstrated by APRs submitted with application as well as project outcomes as entered into e-snaps. APR run period is 1/1/2014 – 1/1/2015 Questions concerning this criteria can be found in e-snaps Section 6, and Local Addendum question j. 20

Budget (15 pts) Points for reasonable and clear budget for type of project; Required match of 25% is included; Other project funds needed for project are committed or likely; Project is cost effective compared to other similar new permanent housing applications. Leveraging included here –points will be awarded for those projects leveraging 150% or greater. Questions concerning this criteria can be found in e- snaps Section 7 and Local Addendum question k. 21

Completeness and Clarity (5 pts) Maximum points will be given to those applications which are clear and complete. All questions relevant to the project must be answered. There are no corresponding questions to this criteria – it will be based on quality of all answers in both e-snaps and the Local Addendum. 22

Reallocated and bonus applications approved for the package must be ready for review by the Collaborative Applicant in e-snaps by 11/13/15 25

Local Submission of E-snaps 26 Applicants should reference page 72 of the e-snaps instructions for direction on exporting their applications. Submitting the application to e-snaps is not required in order to export the file and attachments.

Key Dates Moving Forward… October 7 Applications for reallocated and bonus projects released at Bidder’s Conference. October 9 - October 19 staff and NOFA Committee address applicant questions. October 22 All applications for reallocated and bonus funds are due to EveryOne Home by 4PM. November 6 Programs will be notified of their status in the package and their final rating and ranking.
