I n t e g r i t y - S e r v i c e - E x c e l l e n c e Purpose and Need for the Proposed Action Purpose Improve 3rd Wing’s F-22 operational efficiency through a combination of runway operational use and improvements Need Efficiently Maintain JBER mission effectiveness Address FAA counterflow guidance regarding use of one runway for both departures and arrivals Address increasing civil aircraft traffic and safety concerns in the Anchorage Bowl Address constraints on operations from the 2011 F-22 Plus- Up EA / FONSI and seasonal restrictions Address acoustic effects to sensitive off-base areas
