Coalitions People of New Orleans and the government share the desire to rebuild New Orleans Red Cross and the National Guard both have common desires to help the people of New Orleans survive the aftermath of Katrina Media and the meteorologists both have common interests in providing information about the warnings of hurricane Katrina to alert society

Ethical Frameworks Government - Universalism (duty) Framework applies to the government because it is their duty to respond to a disaster to help the citizens of the nation. Residents of New Orleans -Justice (fairness and equality) Framework applies to the people of New Orleans because the people want to be treated with equality and wealth that is distributed equally among all.
