8 License plate is recorded and time stamped. A unique number is then given to the record and the plate number is deleted. Pacific Highway Port of Entry 8

9 1. WSDOT records plate numbers with mobile license plate reader (LPR) and sends this data to CBSA. Sun. Feb 10, 2013 From 13:30 – 20:00. 1,300 records. 9

10 2. CBSA matches WSDOT records, pulling in ● booth arrival time, ● lane number, and ● state/province After matching, plate numbers are replaced with a proxy ID and table is availed for analysis. 10

11 3. Prepare data for comparison with ATIS estimates. a) round time stamps to 5-minute increments. b) convert sample wait times to numeric minute values. 11

12 4. a) Use Access to group sample measures into 5- minute average values. b) Obtain WSDOT ATIS wait time estimates from CascadeGatewayData.com. c) Filter out sample measures more than one standard deviation from the mean. 12
