2. Situations in Japan about international intermodal container transportation Some roll-over accidents of trailers carrying international intermodal container occurs every year in Japan. While international intermodal transportation is very effective way to improve efficiency of logistics, International intermodal containers are very big and heavy, so the damages would be serious once an accident occurs in road transportation. And we are worried about the fact that drivers of trailers carrying intermodal containers cannot take responsibilities of the situation of cargoes in containers because they are not involved in packing of containers.therefore,  such drivers cannot adjust packing of cargoes in containers even if packing of cargoes in containers may have troubles like load shift, high center of gravity,  and also, drivers cannot choose adequate trailers and adjust their driving accordingly, if they don’t have the information of packing situation of cargoes and weight of containers including cargoes, This situation sometimes leads to accidents or overloading of the trailer capacity. 3. Summary of the “International intermodal container safe road transportation bill” （ In the case of import ） ● Consignees must request consignors to provide description of goods, weight and stowage/packing information of containers. ● Consignees must provide freight agents with the information provided by consignors, and freight agents must forward it to truck companies, And truck companies must forward it to truck drivers sequentially. ● When consignees are not able to acquire weight information of containers, they weigh containers to provide the weight information. （ In the case of export ） ● Consignors provide truck drivers with description of goods, weight, stowage/packing information of containers sequentially. ● Truck companies must not command / accept transportation of inappropriate containers. ● Truck drivers must drive carefully according to the container information, assuring securing of containers on trailers by using locks. １． Providing and forwarding container information ２． Checking import containers, correcting if inappropriate in container terminals ３． Obligations for truck companies and drivers ● When consignees receive requests from truck companies to check containers, consignees must carry out necessary steps to check containers and correct if they are inappropriate. ● The Minister of Land, Infrastructure, Transport and Tourism stipulate a guideline for checking containers and correcting inappropriate containers. ● Stakeholders can set up a meeting for checking containers and correcting inappropriate containers in every harbor / wharf. 3

5. Necessity of practical international rule However,  Consignees can not assure acquisition of container information from consignors.  And it takes cost, time and effort to measure weight of containers when consignees are not able to acquire weight information of containers. Therefore, Japan is now trying to make a proposal of following three points as an international rule to hold in common among stakeholders.  Assuring appropriate stowage and packing of containers  Providing consignees with description of goods, weight and stowage/packing information of containers  Consignors’ responsibility for above two points Concretely,  Japan is hoping to revise “the IMO/ILO/UNECE guidelines for packing of cargo transport units (CTUs)“ to add the rule through the activities described in next pages, because the guidelines should be referred to, when stowage and packing of containers are adequately done according to the requirement stipulated in the chapter Ⅵ of the International Convention for the Safety of Life at Sea (SOLAS). 5

6. Activities in the United Nations regarding international intermodal container transportation safety Ⅰ  An amendment proposal( ※ ) was made by the UNECE/WP24 in IMO/MSC 87th session (London, 14 May 2010) to make a comprehensive revision of “the IMO/ILO/UNECE guidelines for packing of cargo transport units (CTUs)“ with the viewpoints of the safety of inland transportation.  As a result of having discussed between the secretariats of UNECE, ILO and IMO, each organization are going to review the guidelines respectively, and these organizations will revise the guideline comprehensively based on the result of the reviews. ※ Amendment proposal “Revision of the IMO/ILO/UNECE Guidelines for packing of cargo transport units (CTUs)” (IMO/MSC 87/10/3) 6

7.  Next February, “Global Dialogue Forum on Safety in the Supply Chain in Relation to Packing of Containers” of ILO is going to be held in Geneva.  In this forum, basic points for the review of the IMO/ILO/UNECE guidelines will be collected in the conclusion paper.  Japan is going to act as the chairperson in this forum.
