21. CHALLENGES The qualification and certification of disabilities is a pending matter requiring further work. It is the main concern of the countries of the region. Promote the adoption and adaptation of universal accessibility norms at the global level. Promote the adoption of a Universal Accessibility Global Action Plan, envisioning the implementation of accessibility assessments and quantifiable and measurable enhancement proposals based on the best practices, including that of Ecuador. Include universal accessibility as a cross-cutting issue in the agenda- setting discussions leading to Habitat III.
