CHRA Exceptions to PPP –Upon receipt of RPA in Staffing and prior to submission of a PPP requisition, review PPP exceptions to determine if an exception is applicable. –Questions about information on RPA should be discussed with manager to ensure decision regarding applicability of exception is correct. –In addition to Exceptions cited in Chapter 4 of the PPP Operations Manual, there are Army Unique Exceptions. 4 Gaining - Requisitioning

CHRA Use of Option Codes –Existing option code definitions can be found on the ASARS MISC page under “Option Code Definitions” –Use of appropriate Options Codes for the specific series targets matches more closely to the position to be filled. 5 Gaining – Requisitioning (Continued)

CHRA Within the priority group (i.e., 1, 2 or 3) –Provide the manager sanitized resumes to review and prioritize the order (within each group) to be worked (Note: Must be accomplished within 1 business day IAW PPP Operations Manual) Multiple Referrals from Same Registering Activity –When resumes prioritized by manager are sequentially from the same registering activity, the qualification determination request may include the names of the registrants in the order to be worked. 6 Gaining – Working Resumes

CHRA EXAMPLE: Requesting Qualifications Multiple Referrals Multiple Referrals Example: Priority 1 Registrants prioritized by the manager: Registrant A – Activity 111A Registrant B-- Activity 111A Registrant C-- Activity 111A Registrant D-- Activity 111A Registrant E-- Activity 001A Registrant F-- Activity 111A Qualifications Request should include registrants A, B, C, and D with instructions that the registering activity should do the qualifications for registrant A and if not qualified*, registrant B, etc. Once the first well-qualification determination is made (jointly) the remaining registrants would not require qualifications determination. If Registrants A, B, C, and D are determined to be not well-qualified, contact would then be made with Activity 001A for Registrant E. Registrant F would not be provided since Reg E is higher in the order determined by the manager. *Obtain the reasons why the individual is not well-qualified from the registering activity and present to the manager for decision to relax the well-qualified standard and proceed with offer. If not, gaining should be advised to proceed with qualifications determination for next registrant. 7 Gaining – Working Resumes (Continued)

CHRA Working Multiple Resumes Simultaneously –(Chapter 4, Paragraph D1.b.) –CARE Coordinators will consider requests to work multiples resumes simultaneously on a case-by-case basis For positions with high declination rates Positions with unique skills typically not found for registrants in a particular series 8 Gaining – Working Resumes (Continued)

CHRA 9 Obtain a Subject Matter Expert (SME) opinion on technical positions Inform the manager of a well-qualified PPP match in a timely manner prior to an offer being extended Relaxing the Well-Qualified Standard - If manager has prioritized registrants, and registering activity determines the registrant is not well-qualified, a job offer can still be authorized if in the opinion of the gaining activity, in consultation with the manager, the registrant could succeed in the job. CHRA 10 Upon receipt of a Military Spouse, Program S Match: –If an announcement has been issued: Spouse must be rated best-qualified against competitive rating criteria If noncompetitive candidates are rated against the same skills, a BQ spouse blocks selection of a noncompetitive candidate If noncompetitive candidates are referred separately without applying skills, a BQ spouse would not block selection of a noncompetitive candidate –If an announcement has NOT been issued: Since competitive rating criteria have not be applied at this point, a BQ spouse would not block selection of a noncompetitive candidate Gaining – Working Resumes (Continued)

CHRA Use of Interrogation Process –No matches received –Recruitment Source (Manager may provide Name Request) –Upon receipt of Interrogation Referral, may close PPP requisition (cancel code F). –If no selection made from Interrogation Referral, open new PPP requisition. –If PPP requisition not closed and matches received, if no selection has been made from interrogation, PPP matches must be worked. 11 Gaining – Interrogation

CHRA Example: Gaining Activity Requisitions, GS-201-11 (Option Code MIL), Activity Code 001A in Anywhere, USA No matches received Manager is interested in known PPP registrant with same title series and grade and option code. CPAC reviews ASARS Activity Codes to determine if interrogation will be for registrants for specific A-coded activities within the commuting area, a general geographic, an entire state, or all registrants. (Payment of PCS costs may be borne by the gaining activity.) CPAC contacts Priority Placement Support Branch (PPSB) to request an ASARS Interrogation for registrants in nearby activities matching the GS-201-11 with MIL Option Code. PPSB will issue referral resumes based on the interrogation request. Referred resumes included manager’s name request. Close PPP Requisition (cancel code F). Refer names to manager. Manager may interview and check references on interrogation referees. If selection made, proceed accordingly. If accepted, code referred registrant with report action code 3. If no selection, open a new PPP requisition and proceed with recruitment. Maintain all documentation for case file. 12 Gaining – Interrogation (Continued)

CHRA IAW PPP Operations Manual Qualification Determinations will be made within 2 business days or status provided to gaining activity. If there are multiple matches for the same registrant, acknowledge the request and include the number of matches ahead of them. 13 Registering – Prompt Contact

CHRA When working multiple requests for the same registrant, they are worked in order of receipt. While working the initial request, the next request should be reviewed to determine if the registrant is well-qualified. –Contact the gaining for joint agreement on qualifications and confirm that there are no significant difference in employment conditions that would invalidate an offer. –Advise the gaining activity that a prior match is still pending resolution and this 2 nd match will be held in abeyance for offer if initial match does not result in placement of the registrant. –Subsequent matches should be released by informing the gaining activity that the registrant has a valid offer pending. Chapter 4, Appendix A provides clear examples of working multiple requests and instructions for releasing excess matches. 14 Registering – Managing Multiple Qualification Determination Requests
