14 The Illinois Dream Act will establish a private fund, administered by a volunteer state commission, to make scholarships available to about 95,000 children of undocumented immigrants who graduate from Illinois high schools.

15 NOT It will NOT cost the Illinois taxpayers a dime to invest in these kids, many of whom have demonstrated that they are talented enough to be accepted into elite colleges and universities.

18  Enacting the Joaquin Luna Jr. Act satisfies the needs of the registrant, and the concerns of the state immigration law of Arizona/future states that are going to implement a similar law like SB1070.  This act gives children that do not have the option of better life in their birthplace to gain one.
