Ex Parte Milligan & Ex Parte Merryman ► Supreme Court ruled that military courts could not place civilians on trial ► Constitution- “when in cases of rebellion or invasion public safety may require it”

Homestead Act (1862) ► Goal- encourage settlement west ► Gave 160 acres of federal land ► Had to work on the land for 5 years then it was yours for free ► Encouraged excess labor in the east to move west

Emancipation Proclamation (1863) ► Declares all slaves in the Confederate States were now free men and women ► Doesn’t do much but hailed as a huge step towards the end of slavery
