3. August 12-13San Antonio, Texas 2015 Annual Business Meeting AUTHORITY AND PURPOSE: The Section is established by the International Fuel Tax Association, Inc. (“IFTA, Inc.”) Board of Trustees (“Board”) pursuant to Article Six, Section 7 of the Bylaws of IFTA, Inc. The purpose of the Section is to provide training for jurisdiction attorneys and to provide a forum to discuss and resolve potential areas of conflict involving legal issues. August 12-13San Antonio, Texas 2015 Annual Business Meeting SECTION RESPONSIBILITIES: The primary responsibilities of the Section are to: ✓ Provide training for personnel from IFTA jurisdictions by assisting them in becoming familiar with their responsibilities as attorneys in administering the IFTA program. Part of the educational role is to provide continuing legal education to those attorneys handling litigation in their jurisdictions, to provide a forum to review on-going issues and strategies, and to discuss recent case developments. ✓ To facilitate cooperation between the member jurisdictions Attorney Section Charter

5. August 12-13San Antonio, Texas 2015 Annual Business Meeting Plan and conduct the annual Attorneys’ Section meeting. Review ballot proposals on behalf of the member jurisdictions and provide a forum for discussion of proposals with regard to any legal implications that may arise in the implementation of the proposals in the various jurisdictions. The Section may suggest methods of implementation that would avoid conflict with existing laws, rules and regulations within a particular jurisdiction. ASSC Purpose

August 12-13San Antonio, Texas 2015 Annual Business Meeting The Attorney Section is happy to be back on track to hold annual training meetings to fulfil our primary responsibility of providing training to Attorneys representing IFTA Jurisdictions. The next meeting is scheduled for October 6-7, 2015 in San Antonio, TX. Attorney’s Meeting
