SOAR with SILC A strategic planning tool that focuses an organization on its current strengths and vision of the future for developing its strategic goals. SOAR is: Strengths: What are we good at? What do we do well? What are we proud of? Opportunities: What else can we do? Aspirations: How do we want the future to be? Results: How will we know that we’ve achieved our goals? 13
