Wildland Fire Information & Technology 11/16/2013 - EB Tasking to Project Team 4 Analyze Alt 2 (recommended) versus the Current Condition / Status Quo against the same factors used to rank the four alternatives presented. Provide a Rough Order of Magnitude (ROM) Project Plan and Cost Estimate for Implementation of Alternative 2 compared to maintaining the Current Condition / Status Quo (Alt 0). Prepare this information for presentation to the WFIT Executive Board on November 22, 2013.

Wildland Fire Information & Technology Alt 2, Alt 0 Comparison Recap 5 FactorsAlt #2Alt #0Comments Cost\ResourcesHigher Initially* Lower*Long term costs savings realized after initial startup activities completed. Alt 0 maintains current cost & support structure for these services. InteroperabilityYesNoAlt 2 provides for seamless data sharing; Alt 0 maintains stove-piped information systems and redundant infrastructure. Leading Edge Technologies YesNoAlt 2 will leverage cloud technologies & support resources; Alt 0 retains standalone, stove-piped systems & legacy staffing. Security RisksLowerHigherAlt 2 reduces user workarounds to facilitate collaborative efforts; Alt 0, fosters continued user work rounds raising security risks. Implementation Time HigherLowerAlt 2 will take approximately 20+ months to fully implement; Alt 0 requires no implementation time, other than daily O&M.

Wildland Fire Information & Technology Alt 2 - Cost Estimate & Timeline 6 Costs Labor Costs = $1.3M Initial Contracting Costs = $805k O&M Costs = $690K (Annual) Implementation Timeline 20 Months (upon final EB approval and funding)

Wildland Fire Information & Technology Recommendations 7 Avoid Waiting for Emerging Technology This is the first time known that an interagency team of subject matter experts (both in technology and business needs) have come to agreement on an approach to a solution. Approve & Fund Alternative 2 Despite, initial upfront costs, Alt 2 will result in future cost- savings over Alternative 0 (Current Condition/Status Quo). Recommend suspension of the USDA limitation on email access via the internet for a quick win. Commitment of Critical Agency Resources a Must for Success.
8
Wildland Fire Information & Technology Next Steps 8 Upon management direction to implement Alt 2 Develop a full project plan. The team estimates that it will take approximately 45 days to develop this plan. Should management determine not to implement Alternative 2, The team recommends appropriate communication to the business stakeholder community.
