2 EAC Education and Training - Overall Approach (1) Mapping (National, European, International, Private) Value for money, lack of coherence, no truly European education, cultural not technical, strategy level and programme managers, encompass all spectrum of stakeholders Recommendations pMS to include courses on European armaments cooperation Develop a virtual learning centre Create a database of national training providers and courses Organise an annual conference Sessions on armaments cooperation and cooperative programmes within the ESDC High level and Orientation Courses Create a specific armaments education network of national defence colleges Investigate a specialist course on European armaments cooperation All initiatives, as much as possible, should be open to non-EU countries EU ISS Study

5 Possible Way Forward To focus initially at the 'Expert' level. SERA to be brought under the umbrella of the EDA To establish a database of training and education currently available. To develop a common intercultural awareness module/course To introduce a virtual learning package by 2011. To approve the top-level EAC framework as the reference for co- operative training and educational needs To establish recognition of the training and education provided. To define the governance arrangements
