The Sanctuary calendar was based on: the Luni cycle (moon) of 354 days,
the Solar cycle (sun) of 365 days and
the Barley Harvest Season.

In the Bible, the New Year always starts with the New Moon Horned Crescent or New Month in the Spring.
Combined with the Barley being ripened in April.

Jewish reckoning as “the most ingenious

The first month of the Jewish year pointed to
the season of Barley. In Exodus 9: 31, 32,
Moses gives a very important detail under the
7th plague:
“And the flax and the barley was smitten: for
the barley was in the ear, and the flax was
bolled [beginning of April]. But the wheat
and the rie were not smitten: for they were not
grown up.” [around June].

9. Regulation: Month by the Moon -Year by the Sun and Solar Season
Sidersky wrote: “The aim of the Mosaic command was to regulate the months according to the course of the moon and the whole year in accordance with the course of the sun -- by assigning as a starting point the lunar month coinciding with the beginning of a determined solar season.”
