Adhesion Ceremony – M’Chigeeng with 25 other First Nations added to FNLM Framework Agreement – March 2014 Implementation Document – Tripartite Agreement for developmental activities (24 months) between Aboriginal Affairs, M’Chigeeng FN, & FNLM Resource Centre – July 2014 Development Phase - Start September 2014 FNLMA Working Group – 10 Members Appointed Dec.2014 Land Code Project Coordinator – Appointed Feb. 2015

Developmental Phase – Start Sept.2014 Quarter 1 Activities Completed -Review model LC & LC’s by other FNs -Review model template of Community Ratification Process (CRP) & CRP’s by other FN’s - Strategy prepared to locate & inform Eligible Voters, on & off reserve, ie. newsletters, social media, community mtg’s, MFN website, etc. - Contact off reserve members for updated contact info - Updates provided on mchigeeng.ca & Facebook - 3 Newsletters sent to M’chigeeng membership for development phase

- 1 st FNLM Community Meeting – May 9 th, held as information session, LAB presentation by Phil Goulais, Board of Directors Environmental Site Assessment (ESA) – Phase 1 -Terms of Reference distributed to consultants, April 29 th - Areas identified by FNLM Working Group inlcude, Old Landfill Site, Wastewater Lagoons, Lift Station, Public Works Garage/Firehall, Lakeview Booster Station, Hydro Transformer - Certificate of Possession lands, 7 out 15 Business Owners agree to participate with ESA, 5 out of 10 lakeshore lot holders also agree

- Joint Management Committee (JMC) responsible for administering ESA’s - JMC consists of 2 Aboriginal Affairs representatives & 2 M’Chigeeng members, UCCMM also involved with technical review -ES A project awarded to Dillon Consulting Ltd. for $50 500 & Species at Risk Management Plan $7500 June 10, 2015 - ESA field program scheduled to start July 20 th

- Qualified Verifier jointly appointed by M’Chigeeng FN & Aboriginal Affairs - June 2, 2015 Individual Agreement (IA) -The IA sets out the specifics of the transfer of administration - Identifies the reserve land to be managed by the FN - MFN’s operational funding is based on the three year historical average of land related activity at the time of assessments submitted in 2011-2012, as a result MFN will be placed in Tier 2 - $251, 636 annually with $75 000 in transitional funding for the first two years of operational funding (30.1 of the Framework Agreement)

- List of Interests in M’Chigeeng reserve land received from Aboriginal Affairs - March 27, 2015 (6.3 of FA) -IA will also identify current amount of revenue moneys to be transferred to MFN following Land Code coming into force, which is held in trust by Canada for MFN, $125, 604.64 Revenue - Captial Balance for MFN $72 514.73, the accumulated interest on the Capital account will be transferred to the revenue account twice (2x) per year and forwarded to MFN

Land Description Report (LDR) - The LDR forms part of the IA, identifies the legal description of reserve lands which will be subject to M’Chigeeng FN Land Code, under the FNLM Act - Natural Resources Canada is tasked with completing this portion of the IA, research portion presently completed, no surveying required at this time. - Orthomap & Land Management Transfer Plan in progress (NRCan)

- FNLM Working Group to draft Land Code & Community Ratification Process (CRP) -Land Code will identify terms & conditions relating to: First Nation Legislation Community Meetings & Approvals Protection of Land Accountability Land & Natural Resources Administration Interests & Licences in Land Dispute Resolution

- ESA’s & draft report presentation to Chief & Council August 18 or September 15, 2015 -Prepare Draft No. 1 of Land Code for distribution to band membership -2 nd Community Meeting will be held October 3 rd, 2015 (Distribute Land Code Draft No.1 to Community for input) -Discuss/resolve any issues arising from LDR & schedule for completion (NRCan) -Anticipated timing for completing the IA
