3. Why is there a need for LEAP ?
When the additional build-out jobs are added to the manufacturing forecast, the picture looks quite a bit different. Not counting indirect impacts, Tesla will improve the regions Manufacturing base by 31.1 percent and the advanced component by 46.0 percent over 2004 levels.
