Purpose To provide an update to G-7 on TF-51 confirmation HURREX.

Exercise Design MISSION: USARNORTH/JFLCC Deploys JCE (TF-51) to participate in the 2014 HURREX, MAY 2014, in order to certify TF-51 and Reserve DCO and to confirm proficiency in preparation for potential employment in support of DSCA operations. PURPOSE: Sustain USARNORTH/JFLCC readiness, confirm TF- 51 and Reserve DCE and continue to improve USARNORTH/JFLCC overall preparedness to execute DSCA missions. CONCEPT OF OPERATION: TF-51 and Reserve DCO are activated and deploy selected elements to Camp Bullis or Ft Sam Houston training venue on or about 19 MAY 2014 and conduct DSCA operations in response to a major hurricane from MAY TF-51 is the primary training audience and Reserve DCO will receive opportunity training.

OP 4 Provide Operations, Logistics and Personnel Support Understand and develop prioritization of effort with competing resources. Deployment of multiple LNOs and operations at reduced strength (JTFHQ, DCO, DSCs) Development of a logistic support plan with competing resources OP 5.2 Assess Operational Situation Organize and provide support across two states with two DSCs, two DCOs, two JFOs, and one Unified Command Group OP 5.4 Command Subordinate Operational Forces as a JCE Allocation of forces to JCE for mission command Proper allocation of forces to meet requirement of Joint Forces Coordinate onward movement and integration of units to DSC Receive forces from missions, reconstitute, and reallocate for follow-on missions OP 5.5 Establish, Organize and Operate a Joint Force HQs Execute JFHQ operations Execute COP management and build Develop a mature scalable scenario that stresses current operations and logistics support, and generates actions that drive deliberate MDMP Capture lessons learned to validate TOC Operations and SOPs OP 5.8 Provide Public Affairs in JOA Develop messaging statements and Public Affairs coordination across multiple states OP 7.9 Conduct Consequence Management Operations in Joint Operations Areas Interact and coordinate with multiple agencies

Scenario This scenario represents a Category 3 hurricane that makes landfall vic. Gooseberry Island, RI with maximum winds of 125 mph, and a storm surge greater than 12 feet above normal. Massive evacuations are required. Certain low-lying escape routes are inundated by water from 6 hours before the eye of the hurricane reaches land. Casualties - >300 fatalities, ~2000 hospitalizations Evacuations/Displaced Persons - >225,000 evacuated, ~100,000 seek shelter in safe areas, ~35,000 homes and businesses destroyed in RI and MA Search and Rescue Ops: There is a need for locating, extricating, and providing onsite medical treatment to victims trapped in collapsed structures. Victims stranded in floodwaters must also be located & extracted. Mortuary Services and Victim Identification: There is a need for temporary morgue facilities; victim identification; and processing, preparation, and disposition of remains. Medical System Support: Emergency supplemental medical assistance is needed. Transportation of patients to operating facilities. Assistance is required to provide emergency restoration to medical facilities. Duel Status Commander(s): Massachusetts and Rhode Island will both appoint a DSC.

NOTIONAL – FOR EXERCISE USE ONLY Hurricane make landfall ~ 12 hrs prior to Warm Start Weather conditions in RI and MA at STARTEX, supports movement of ground forces out of BSI and rotary wing operations. Dual State (2ea DSC) exercise to create demand on limited T10 resources T-10 conducted limited pre-landfall missions under IR (MED) Selected T-10 units (ENG, SIG, MED, AVN, TRANS) staged at BSI pre-landfall, others placed on PTDO State EOCs (RI, MA) at highest level of activation DCO/E Reserve will support RI DCO/E Reg IX, replicated by Team Watson, will support MA DCO/E, State and FEMA plan to establish IOF NLT L+12 (RI only) DSC to provide C2 of T-10 response forces Westover AFB, MA designated as National ISB & Regional FSA Ft Devens, MA Regional FSA Ft Drum, NY designated as BSI Exercise Time is CST unless otherwise noted (Military Orders in ZULU) Exercise Weather in effect
