BA13 Event Initiating Directive
Intent: BA13 will be a synthetic, scenario-driven exercise designed to improve naval amphibious core competency through focusing on the Single Naval Battle concept and refining Expeditionary Strike Group Two (ESG-2), 2d Marine Expeditionary Brigade (2d MEB), and a Carrier Strike Group (CSG) staffs' ability to plan and execute MEB-sized amphibious operations from a seabase operating in a medium threat anti-access area denial environment. For the purpose of exercise BA13, an area denial threat includes a set of hybrid capabilities ranging from coastal defense and anti-ship cruise missiles, mines, limited fixed wing attack aircraft, and fast attack craft/fast inshore attack craft, and improvised explosive devices. The threat will adapt to U.S./multi-national operations and challenge our dominance in the littorals. These threats, when dispersed throughout the joint operating area/area of operations/amphibious operations area, have the capability of integrating conventional and irregular effects at critical times and locations to produce sufficient and sustained combat power that will require an integrated response to ensure friendly freedom of action. Focus Areas (include, but not limited to): C2 relationships throughout all phases of operations Naval staff integration Force apportionment and employment Examination of current C5I capabilities Load Planning Assessment of Naval Amphibious capabilities, doctrine, TTPs 20 UNCLASSIFIED
21
BA13 Event Initiating Directive
End State: An improved set of Naval Amphibious capabilities within the context of the Single Naval Battle construct Exercise Objectives: Continue to enhance the relationship between II MEF and the Atlantic Fleet to maintain an optimum Naval operational capability Demonstrate effective command, control, integration, and interoperability with joint, multi-national, and interagency elements in large-scale amphibious operations Demonstrate capabilities and potential for naval and joint force projection and sustainment from a Seabase while identifying associated Doctrine, Organization, Training, Material, Leadership and Education, Personnel and Facilities deficiencies, and implications these deficiencies pose to naval forces Continue to refine supporting/supported command relationships and composite warfare doctrine for amphibious operations within a joint campaign Integrate complementary experimentation and other initiatives to enhance future naval force capabilities with minimal impact to training 21 UNCLASSIFIED

JAN 2013 4/26/2017 Savannah Escambians rise up against Savannah Muscogees following months of Garnetian rhetoric laying claims to Savannah and its oil infrastructure. Garnet increases covert support to Savannah Escambians. Savannah (Amber) mayor declares his township seceding to Garnet. Garnetian forces positioned along border heighten level of readiness, with a Mechanized brigade reinforced posturing to invade Amber to provide “security and stability” to the local Escambians. Piracy and armed robbery continue to threaten maritime trade. International pressure increases on both Amber to maintain its security, and Garnet to halt support of extremists. Muscogees flee Savannah setting conditions for humanitarian problem (IDPs). UNSC session meets to discuss resolution. Without a clear-cut international legitimacy, governments around the world continue to monitor the situation. Ongoing U.S military support to Amber/Amberland continues in the form of FID, COIN and CT. Some nations start prudent planning efforts in response to Garnet’s aggressive activity.
