3. JMTG-U Purpose & Vision
JMTG-U assists in strengthening Ukrainian Armed Forces’ interoperability and training capacity; to facilitate Ukraine’s long-term military reform efforts.
JMTG-U integrates allies and partner nations in training 5x MoD Battalions and 1x Special Forces unit, improving the capacity and capabilities within the International Peacekeeping and Security Center (IPSC), and developing Ukrainian military doctrine and structure to meet interoperability requirements.

This slide provides an overview of the Joint Multinational Training Group-Ukraine (JMTG-U) plan. JMTG-U is the sequel to the Fearless Guardian training in Ukraine. As you can see in the photos on the left, we transition from training Ukrainian National Guard troops from the Ministry of Interior (Fearless Guardian) to Ministry of Defense Soldiers in November of this year for JMTG-U.
US Army Europe uses four lines of effort as noted. The longer-term LOEs, #3 and #4, involve assisting the MoD to enhance their training center and build a cadre of trainers at the International Peacekeeping and Security Center (IPSC) near Yavoriv, Ukraine as well as assisting in their institutional-level doctrine and organization reforms. But the most visible aspect of the JMTG-U effort is the training that is conducted between November 2015 and December 2016 at the IPSC (with SOF conducting complementary training at Khmelnitsky.) We will conduct the training with our Allies for Ukraine Ministry of Defense mechanized and airmobile battalions that will rotate from the Anti-Terrorist Operation (ATO) in eastern Ukraine.
Training begins with an opening ceremony at IPSC on 23 November 2015 which also marks the first day of Rotation #1. You can see the training program timeline at the bottom of the slide, identifying that we will train five battalions at the IPSC through After that, we plan to provide an enduring advisory effort for the training center development and institutional-level development lines of effort through The overall intent is to provide a training model and sustainable training capacity for the Ukrainian Armed Forces to use in the future, with a strengthened internal defense capability.
Additional Discussion Points:
JMTG-U reflects the #1 recommendation of the Joint Commission for Ukraine: create a sustainable Ukrainian institutional training capacity through a viable train-the-trainer model and improving Ukrainian training institutions. It is a significant commitment by the UKR MoD as they are engaged in ongoing combat operations in eastern Ukraine.
JMTG-U operates along four lines of effort: (1) mission command, (2) training MoD battalions, (3) training center development, and (4) institutional-level development. We expect to support LOEs 1 and 2 through CY2016 and LOEs 3 and 4 through 2020.
JMTG-U is partnering with NATO Allies to achieve greatest effects at the IPSC. To date, Canada has contributed 100 trainers, Lithuania provides 16 trainers, the UK will provide an LNO, and other Allies are finalizing their planned participation (Latvia, Estonia). We are also planning with EUCOM joint forces, and are leveraging U.S. National Guard capabilities to support training, both through the Ukraine’s State Partner (California National Guard) and the New York National Guard.   
We are working closely with USEUCOM and the Office of Defense Cooperation to ensure we stay aligned with policy considerations in this strategic region. We are also conducting training concurrently with an ODC-managed, complementary non-lethal equipping effort.

7. Joint Multinational Training Group-Ukraine
Concept: Small-unit training of up to five Ukrainian (UKR) Ministry of Defense (MoD) battalions at the International Peacekeeping and Security Center (IPSC) beginning in November Simultaneously, conduct training/mentorship to the Training Center cadre/staff and mentorship on Institutional Reforms at the tactical, operational, and strategic levels.
Outcomes: Assist in strengthening Ukraine’s internal defense capabilities and the training capacity of Ukraine’s Armed Forces. Contribute to Ukraine’s planned long-term military reforms.
