24 Concluding Thoughts l It makes sense to review our assumptions in light of 2004 and 2005 hurricanes l Take time to be sure changes truly are for the better l Recognize that there is no silver bullet and that all solutions come with a cost l PEF will continue to be active in evaluating alternatives that work for Florida
