EU Council: Invitations to Member States 21.11.2008 Encourage the lifelong acquisition of career management skills; Facilitate access by all citizens to guidance services; Develop the quality assurance of guidance provision; Encourage coordination and cooperation among the various national, regional and local stakeholders. Use the opportunities provided under the Lifelong Learning Programme and the European Structural Funds, in accordance with Member States' priorities.

Success Factors Existence of CMS legal regulations that are incorporated both in education and labour legislation. Permanent financing of the CMS activities. Close cooperation between education and employment sector between policy makers and policy practitioners in designing and implementing CMS policy. Functioning of operational communication platform focused on CMS policy formulation/ implementation whose members are influential policy makers, policy practitioners, experts and researchers from educational and employment sector. CMS policy design and implementation as both short and long term planned and gradual process. CMS policy displayed/ implemented in systematic CMS content development, CMS service delivery and CMS staff development. CMS quality assurance system in function.
