3 DELEGATED POWERS Powers given to the national government in the Constitution RESERVED POWERS Powers that are reserved for the state governments by the Constitution CONCURRENT POWERS Powers that are shared by the state and national governments (1)Expressed – given in the Constitution (2)Implied – powers not written in the Constitution, but can be implied (3)Inherent – powers that belong to the national government because it is a powerful world government (acquiring new territory)

4 The Necessary and Proper Clause Congress shall have power to make whatever laws are “necessary and proper” to carry out their Expressed Powers Expressed Power To raise and maintain armed forces Implied Power Determining soldier pay; a draft if necessary; highway system

6 Responsibilities of the National Government for the State Governments Guarantee a republican form of government One in which the people’s interests are represented Protect the states against Invasion or violence Any attacks or problems that states have Recognize the boundaries of existing states Cannot take land from existing states

7 How the federal government can make state governments cooperate…. $$$$$$$ Federal Grants Money given from the national government to the states, usually with a specific purpose in mind Block Grants Money given from the national government to the states, usually can be used by states for just about anything Revenue Sharing Whatever federal taxes are collected each year, a portion is given to the states to spend however they wish
